Job Summary:
This civilian position performs professional and technical collection, management, and analysis of calls for service, crime reports, and other data to identify ongoing and emerging criminal trends, patterns, and other problems. The analyst will create reports to disseminate their work product and may assist in developing strategies to address issues identified by conducting objective reviews of implemented systems. Work will be performed with independent initiative and under the general supervision of a Police Lieutenant.
Hiring Range: $51,521.60 - $59,249.00
Additional Compensation/Benefits:
  • Additional $3,800 employee benefit dollars; the unused balance of which can be kept as taxable income
  • Defined Contribution Plan 401(a) with a generous 6.5% City match
  • May receive $2,500 in relocation assistance for candidates outside Pinellas, Pasco, Hillsborough, or Manatee counties.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews and analyzes daily crime reports, arrest reports, field interview reports, and supplementary reports to determine methods of operation, trends, and possible suspects; assists, supports, and collaborates with enforcement personnel to solve or prevent crimes
  • Creates reports and maps to illustrate crime patterns/trends and statistical findings
  • Reads and reviews Uniform Crime Report (UCR)/National Incident-Based Reporting System (NIBRS) to ensure accuracy
  • Identifies similarities among related offenses, revealing similarities, patterns, and characteristics of current crime problems
  • Attends applicable meetings and training to stay current on industry trends and changes
  • Effectively utilizes various law enforcement, criminal justice, and civilian databases and software
  • Establishes and maintains liaisons and contacts with other law enforcement, governmental, and non-governmental organizations to facilitate the exchange of information among agencies and partnering organizations
  • Responds to requests for statistical reports from citizens, businesses, and other law enforcement agencies
  • Disseminates information to the proper division of the department and follows up with the division for evaluation and feedback
  • Analyzes and evaluates criminal intelligence to predict the capabilities, intentions, and vulnerabilities of criminal groups and makes recommendations on mitigation/investigative strategies
  • Provides investigative, analytical assistance as needed

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS:
Education and Experience:
  • Valid Driver's License
  • Bachelor's Degree in Criminal Justice, Criminology, Police Administration, Statistics, Public Administration, or Research Methods and one (1) year of experience as a crime analyst; or an equivalent combination of training and experience
  • Experience with reporting systems such as Uniform Crime Reporting (UCR) Program and National Incident-Based Reporting System (NIBRS) is preferred
  • Experience with programming and software applications such as SQL, Python, Police CAD, Police RMS (Central Square, One Solution, Hexagon), as well as SSRS, Power BI, and Crystal Reports, is preferred
Knowledge, Skills, and Abilities:
  • Knowledge of SQL, Python, or other programming language
  • Establishing and maintaining good working relationships with others is essential
  • Skill in the use of personal computers and databases, word processing, GIS mapping, intelligence, and spreadsheet software programs
  • Must possess analytical skills, have a sound knowledge of police operations and training in criminal behavior, research methods, and statistical techniques
  • Knowledge of federal, state, and local law enforcement agency and interagency capabilities, investigative methodologies, and authorities, as well as open source, cyber and social media exploitation methodologies
  • Must be able to communicate well orally and in writing and be able to present data to all levels of the department
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS:
Work Environment: 95% inside a climate-controlled building; 5% outside, which may include driving.
Physical Requirements: The essential functions of the job require: sitting approximately eight (8) to ten (10) hours per day. The work requires frequent: fine manipulations, grasping, reaching, repetitive motion, and on rare occasions, bending/stooping, climbing, crawling, kneeling, lifting/carrying objects weighing up to 15 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person and on the telephone, and ability to detect specific noises and the proper equipment operation. Speaking: Ability to communicate orally with others in person, on the phone, and while giving formal presentations to groups. Seeing: Ability to see and read computer monitor screens, detect color coding, read fine print, and operate a vehicle.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software programs, including word, spreadsheet, and database applications, internet applications, and database management.
