Role: Construction Manager
Start: 2 weeks
Duration: Multi year project
Location: Remote
Responsibilities:
General Requirements
  • All work shall be in accordance with clients Integrated Construction Standards for Combined Wireless Sites and all other applicable clients standards and policies.
  • Construction Manager must request and maintain an access account with Company’s electronic document repository system (“SMS”). In addition, Construction Manager must maintain a “Broadband” or equivalent “High Speed” internet connection at all of Construction Manager’s field office locations in order for Construction Manager to:
    • facilitate timely and expeditious transmission and retrieval of Company’s policy documents and other reference materials; and
    • perform the Work in accordance with the Contract Documents.

  • All work shall utilize clients standard forms, software systems and processes.
  • Construction Manager shall coordinate and engage with all client designated project representatives, external firms, suppliers, vendors, utilities, local, state and federal agencies to successfully manage and cause the construction of a fully functional and operable wireless facility

Design Review
  • Construction Manager shall coordinate and participate with all parties to perform utility walks at site obtaining site specific details. Construction Manager shall ensure responsibilities associated with the tasks below are completed in a timely manner and uploaded to clients Site Management System (SMS).
    • Date of Power Walk/Load letter
    • Date of Fiber Walk
    • Power Backup Site Survey form
    • Cell Site Utility Setup form
    • Fiber Inquiry form
  • Ensure all required clients entities have participated in the design review and approval of the A/E Construction Drawings.
  • Participate in the site technical walk to identify site specific conditions,
  • Participate in clients coordination meetings with the A/E Construction Manager.
  • Cell Site Utility Setup form
  • Construction Manager shall participate in site candidate selection visits to provide construction expertise and feedback during the candidate selection process.
  • Fiber Inquiry form
  • Date of Fiber Walk
  • Date of Power Walk/Load letter
  • Power Backup Site Survey form


Material and Utility Coordination
  • Review clients documents including the RF configuration documentation, lease requirements and entitlements, zoning approvals and permitting approvals.
  • Initiate orders for clients provided materials and equipment using clients processes.
  • Review clients documents including the RF configuration documentation, lease requirements and entitlements, zoning approvals and permitting approvals.
  • Request Fiber and electric service using clients processes.
  • Initiate quotation process for Antenna Systems. Analyze quotes and select vendor. Initiate antenna system order process including system design and structural design.

Bidding and Award Process
  • Construction Manager shall identify site specific list of materials provided by clients for bidding purposes.
  • Prepare Bid Package consisting of no less than the following documents.
  • Construction Manager shall review the complete Construction Contract Documents package and be responsive to clients interests therein.
  • Construction Manager shall provide Construction Manager the Site Data Sheet or equivalent document containing but not limited to the following.
  • Structural analysis, if applicable.
  • Construction Manager shall ensure winning Construction Manager submits COI and Payment Bonds to clients Supply Chain Management per the address in their Master Construction Agreement.
  • Solicit, receive, analyze, negotiate, and obtain construction services for cell site construction.
  • Site specific construction drawings.
  • Construction Manager shall endeavor, where practical and feasible, to secure at least three competitive bids.
  • Provide bidder’s a detailed List of Company Provided Material per site.
  • Invitation to Bid; including but not limited to, site specific requirements of the Construction Manager.
  • Construction Manager shall solicit bids only from vendors included in clients list of approved vendors or that may otherwise be pre-approved by clients and confirm contract validity.
  • Provide RF Configuration Sheet in the event a change occurs prior to construction drawings being updated at bid occurrence.
  • Any other pertinent site information to build and bid the site accurately, if applicable.
  • Construction Manager shall initiate and administer the bidding process.
  • Construction Manager shall prepare and submit a bid summary, including a pre-filled Work Order for clients execution, together with Construction Manager’s recommended selection for bid award
  • Photo log
  • Construction Manager shall coordinate and attend a pre-construction meeting with the Construction Manager, the property owner or representative(s) or if applicable, Prime lessor, RF, Site Acquisition, Zoning and construction personnel to discuss relevant site conditions/restrictions, schedule and events, and post permits if applicable at that time.
  • Site preparation,
  • Receive the following documents
    • Antenna and Coaxial line default testing
    • Photo log
    • Redline drawings from general Construction Manager and/or As built drawings form the A&E
    • Certificate of Occupancy, if applicable per the summary provided by the permitting Construction Manager’s summary of jurisdictional policy.
  • Radio Systems coordination/installation
  • Construction Manager shall monitor and report the Construction Managers progress during the construction project and ensure that the Construction Manager’s responsibilities associated with the project including but not limited to the tasks below are completed in a timely manner including but not limited to the following.
    • Site preparation,
    • Civil/electrical and Fiber installation
    • Radio Systems coordination/installation
    • FAA lighting and surveillance
    • Regulatory sign postings including FCC Antenna Structure Registration, NEPA RF Exposure Compliance, and Site specific sign
    • AM Detuning coordination/installation
    • Site cleanliness and shelter “broom clean”
    • Receive the following documents
      • Antenna and Coaxial line default testing
      • Photo log
      • Redline drawings from general Construction Manager and/or As built drawings form the A&E
      • Certificate of Occupancy, if applicable per the summary provided by the permitting Construction Manager’s summary of jurisdictional policy.
  • Construction Completion
  • AM Detuning coordination/installation
  • Site contact and/or real estate manager contact information.
  • Any other pertinent contact information per site requirements.
  • Regulatory sign postings including FCC Antenna Structure Registration, NEPA RF Exposure Compliance, and Site specific sign
  • Site Access information.
  • Construction Manager shall complete, submit and upload the NTP Checklist for review and approval as evidence that the required documents have been completed consistently with clients standards and policy. Construction Manager shall upload and/or submit all documentation supporting the NTP Checklist into clients SMS. clients may review or allow its Company designated project representative to approve the NTP Checklist and supporting documentation.
  • Notice to Proceed (NTP)
    • Construction Project Management Construction Manager shall author and issue the construction NTP to Construction Manager using clients forms and processes.
    • Construction Manager shall complete, submit and upload the NTP Checklist for review and approval as evidence that the required documents have been completed consistently with clients standards and policy. Construction Manager shall upload and/or submit all documentation supporting the NTP Checklist into clients SMS. clients may review or allow its Company designated project representative to approve the NTP Checklist and supporting documentation.
  • Construction Project Management Construction Manager shall author and issue the construction NTP to Construction Manager using clients forms and processes.
  • Geo-Technical firm contact information when applicable.
  • Construction Project Management Construction Manager shall verify Construction Manager’s efforts to apply, pay, expedite, and obtain all required permits to construct the site.
  • Landlord contact information when applicable.
  • List of key personnel and other vital agencies.
  • Certificate of Occupancy, if applicable per the summary provided by the permitting Construction Manager’s summary of jurisdictional policy.
  • Tower and shelter vendor contact information when applicable.
  • Project Management
    • Construction Project Management Construction Manager shall verify Construction Manager’s efforts to apply, pay, expedite, and obtain all required permits to construct the site.
    • Construction Manager shall coordinate and attend a pre-construction meeting with the Construction Manager, the property owner or representative(s) or if applicable, Prime lessor, RF, Site Acquisition, Zoning and construction personnel to discuss relevant site conditions/restrictions, schedule and events, and post permits if applicable at that time.
    • Construction Manager shall monitor and report the Construction Managers progress during the construction project and ensure that the Construction Manager’s responsibilities associated with the project including but not limited to the tasks below are completed in a timely manner including but not limited to the following.
      • Site preparation,
      • Civil/electrical and Fiber installation
      • Radio Systems coordination/installation
      • FAA lighting and surveillance
      • Regulatory sign postings including FCC Antenna Structure Registration, NEPA RF Exposure Compliance, and Site specific sign

  • Construction Manager shall ensure the following tasks are completed in a timely manner.
  • Power and Fiber utility contact information.
  • Clients representative or its designated project representative contact information.
  • Antenna and Coaxial line default testing
  • Civil/electrical and Fiber installation
  • Construction Manager shall provide updates to the construction cost estimate for any and all changes to the site configuration or other corresponding changes in order to maintain a current site cost-at-completion estimate of the total forecasted construction costs in addition to PID addendums. Notice to Proceed (NTP)
  • Site cleanliness and shelter “broom clean”
  • Redline drawings from general Construction Manager and/or As built drawings form the A&E
  • FAA lighting and surveillance
  • Site name, number, and address.
  • A&E firm contact information.
  • Post-Construction Height Verification form
  • Fiber Ready date
  • Civil/RT Construction Complete date
  • Date of Electrical Order
  • Power Install date
  • Electrical Service Complete
  • Civil Construction Start date
  • Populate data fields, date ranges, and upload forms in SMS including but not limited to the following.
  • Radio Ready date
  • Line and Antenna Installed date
  • Tower Construction Start and Complete dates
  • Date of Fiber Request
  • Radio Delivered at Site date
  • PPC Installed date
  • Construction Manager shall observe or inspect the work as necessary to verify that all civil construction is completed in workmanship like manner and in accordance with approved construction drawings.
  • Construction Manager shall receive, review and provide recommendation for payment as to the Construction Manager’s submittal for Final Completion to clients for approval and payment.
  • Acceptance and Handoff
    • Construction Manager shall coordinate a review of the Construction Manager’s Work with clients and the A/E Construction Manager prior to or in conjunction with the Punch List walk through. Construction Manager’s review shall consist of completing the site Hand Off Checklist and the Punch List in order to document unacceptable Work providing the general Construction Manager a list of corrective actions before Final Completion. Construction Manager shall review and approve general Construction Manager’s corrective actions and notify clients for final visit.
    • Construction Manager shall complete and upload to SMS the post on-air Environmental Checklist for each and every site in the following states: California, Colorado, Florida, Maryland, New Jersey, New York, and Puerto Rico
    • Construction Manager shall ensure all required deliverables have been uploaded into the clients SMS and/or forwarded to clients for retention in the permanent site file.
  • Construction Manager shall coordinate a review of the Construction Manager’s Work with clients and the A/E Construction Manager prior to or in conjunction with the Punch List walk through. Construction Manager’s review shall consist of completing the site Hand Off Checklist and the Punch List in order to document unacceptable Work providing the general Construction Manager a list of corrective actions before Final Completion. Construction Manager shall review and approve general Construction Manager’s corrective actions and notify clients for final visit.
  • Payment Processing
    • Construction Manager shall receive, review and provide recommendation for payment as to the Construction Construction Manager’s submittal for progress payments.
    • Construction Manager shall receive, review and provide recommendation for payment as to the Construction Manager’s submittal for Final Completion to clients for approval and payment.
    • Construction Manager shall verify that Construction Manager’s responsibilities are fully complete any and all deliverables have been appropriately provided prior to recommending payment of Construction Manager’s invoice at any construction pay point.
  • Construction Manager shall receive, review and provide recommendation for payment as to the Construction Construction Manager’s submittal for progress payments.
  • Construction Manager shall verify that Construction Manager’s responsibilities are fully complete any and all deliverables have been appropriately provided prior to recommending payment of Construction Manager’s invoice at any construction pay point.
  • Construction Manager shall complete and upload to SMS the post on-air Environmental Checklist for each and every site in the following states: California, Colorado, Florida, Maryland, New Jersey, New York, and Puerto Rico
  • Construction Manager shall receive, review, make on-site visits and provide recommendation for payment as to the general Construction Manager’s submittal for Substantial Complete to clients for approval and payment.
  • Construction Manager shall ensure all required deliverables have been uploaded into the clients SMS and/or forwarded to clients for retention in the permanent site file.

Qualifications:
REQUIRED SKILLS
  • Ability to travel a minimum of 50% and up to100% and work remotely with minimum guidance, daily assignments, independently or with a team.
  • Infrastructure – Samsung and other Major OEM platforms.
  • Previous experience with the successful management of macro and small cell site C&I in a greenfield environment is required.
  • Network and System practices and procedures for deploying systems.
  • 10+ years of wireless industry experience required with an emphasis in Equipment Engineer, C&I, and Deployment.
  • Technical - must demonstrate broad understanding of each item:
PREFERRED SKILLS
  • Wireless Safety Protocol.
  • Ability to meet / speak with various internal customers and vendors to gain an understanding of their architecture, systems, objectives, etc. and then determine the best solution most appropriate for their environment.
  • General Construction License and or Certifications.
  • Network certifications or hands on experience with multiple OEM solutions.
  • Excellent teamwork mindset and ability to collaborate with various team members of other internal groups.
  • RF general knowledge, 4G/5G and CBRS wireless solutions.
