Job Description
Position Summary


The purpose and mission of the Human Resources Division is to provide the highest quality of service in the areas of Talent Acquisition, Employee Relations, Compensation & Benefits Administration, Performance Management, Record Retention, and Training & Development; by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County.


Position is responsible for efficiently managing and seeking approvals for employee action requests submitted through PeopleSoft Human Resources Information system (HRIS) and Neo-Gov. Transactions include salary increases, department transfers, promotions, and entering of new hires into the PeopleSoft system. Responsible for updating and maintaining employee data in the Human Resources Information System (HRIS) and other systems supported by the HR team. Position is responsible for ensuring accurate records, reports, and files. Position reports to the Manager, Compensation and Records.

Position Responsibilities


  • Maintains the confidentiality of all information and speaks with people regarding sensitive and difficult issues
  • Must be able to accurately type, update and/or create reports, and spreadsheets in Excel as needed
  • Responsible for City and County employment verifications
  • Regularly communicates with the Office of Finance and Management (OFM) budget analysts, department, agency directors, elected officials, and CFOs regarding compensation change requests
  • Responsible for reviewing and approving transactions through Management Self-Service (MSS) and Employee Self-Service (ESS) in PeopleSoft
  • Identifies salary equity and compression issues
  • Creates and maintains all City and County employee files in Kofax and FileNet
  • Scans and e-mails all new employee paperwork, transfers, and promotions to the benefits consultants
  • Inputs address, marital status, and name changes into PeopleSoft
  • Completes data quality control check on all City County new hires
  • Creates and complies reports for special projects

  • Inputs and deletes data in the PAR Log in a timely manner
  • Researches and resolves inconsistent and inappropriate data
  • Coordinate and research acquisition and release of records/information
  • Provides guidance on Management Self-Service (MSS) transactions and corrections
  • Maintains the Masterfile Wage Control
  • Researches and conducts analysis of internal wages within departments and agencies
  • Generates and distributes bi-annual and affirmative action reports
  • Guides and assist other HR business unit with employment records (e.g., Employee Relations, Talent, and IMPD Civilian)
  • Familiarizes employees with established policies, procedures, rules, and regulations regarding Management & Employee Self-Service transactions, Personnel Action Request Forms (PAR), and Employee Records
  • Distributes the Monthly Wage Control electronically for the City County Council and other departments/agencies as requested
  • Must be able to demonstrate problem-solving ability when presented with special projects and communicate effectively in oral, verbal, and written formats
  • Conducts and participates in salary surveys
  • Reviews and enters all City-County Personnel Action Request (PARs) into PeopleSoft and checks for accuracy and completeness prior to input
  • Ability to coordinate multiple projects and meet various deadlines in a fast paced and customer driven environment
  • Acts as personnel records custodian
  • Incumbent will regularly exercise independent judgment based on workload and time constraints, therefore the ability to plan and prioritize assignments in a timely manner is highly critical
  • Creates PeopleSoft position numbers when requested
  • Acts as a back up to the Compensation & Records Manager
  • Compares enterprise salary data and ensures that compensation practices are in accordance with local fiscal ordinances
  • Collaborates and receives guidance from direct manager, Deputy Director, and Enterprise Resource Planning (ERP) team regarding data clean-up and corrections
  • Provides excellent customer service to both internal and external customers
  • Makes data corrections within PeopleSoft


Qualifications


Associate degree in Business Administration or a related field of study and a minimum of one (1) to two (2) years’ prior work-related experience is required. One (1) year of work experience may be substituted for each year of required education. Prior PeopleSoft or HRIS data management system knowledge required. Must have proficient user knowledge and experience with Microsoft Office products and be able to operate office equipment.


Preferred Job Requirements And Qualifications


Bachelor’s Degree in Human Resources, or a related field and three (3) years of prior experience. PeopleSoft HCM Intermediate to Expert Knowledge is a plus and bilingual is preferred.
