The Safety Oversight and Quality Unit (SOQ) is looking to hire an energetic Community-Based Care Licensing Complaint Unit Manager to join our talented team.

What you need to qualify
Four Years of lead work, supervision, or progressively related experience.
OR
One year of related experience and a bachelor’s degree in a related field.

  • Problem-solving: Demonstrated ability to be open-minded while understanding the problem, innovative with devising solutions, analytical when evaluating their validity, and strategic in implementing them.
  • Communication: Strong communication skills: listening, interpersonal, written, and verbal with an emphasis on conflict resolution, team building, and employee recognition.
  • Oregon Administrative Rules: Knowledge and experience interpreting complex rules
  • Leadership: Exceptional leadership skills, not just limited to supervising others but fostering a healthy diverse, and inclusive working environment. Experience managing a statewide team

The APD Program is a program within the Department of Human Services that assist seniors and people with disabilities of all ages to achieve well-being through opportunities for community living, employment, family support, and services that promote independence, choice, and dignity.

As a Community-Based Care Licensing Complaint Unit Manager, you will:
  • Oversee the identification of provider deficiencies and work closely with the provider and the Safety Oversight and Quality Unit (SOQ), (the sanctioning authority) to report non-compliance with the CBC program, help determine course of action and plans of correction, if necessary, based on severity.
  • Coordinate with policy analysts, corrective action coordinators, and licensors for the facilities around deficiencies.
  • Work with case managers, Adult Protective Services, SOQ, the Office of the Long-Term Care Ombudsman, and other individuals working to ensure the safety, health, and independence of all Oregonians (both private pay and Medicaid) living within Community Based Care facilities.
  • Supervise the inspection, coordination with, and monitoring of Community Based Care facilities to ensure compliance with licensing requirements and investigate complaints.
  • Look for trends within facilities that might indicate systemic deficiencies that need to be remedied to ensure the safety, health, and independence of residents.
  • Understand, evaluate, explain, and apply rules, regulations, guidelines, and policies to providers, staff, and partners related to Community-Based Care facilities.
  • Ensure provider compliance with Community-Based Care rules, regulations, guidelines, and policies.
  • Provide leadership, direction, coaching, and development to the employees providing direct service delivery of the CBC Complaint Investigation program.
  • Ensure resources are available to employees to carry out timely, quality services.
Working conditions
  • Employee’s work will be conducted in a hybrid format that includes fieldwork, office work, and some work that can be conducted remotely.
  • Regular travel within the state including use of state vehicle or other acceptable transportation.
  • Employee will work a professional work week with a possibility of a flexible schedule after training.
  • You may interact with a wide range of people including some who have experienced trauma, & exhibit challenges in controlling their emotions.
