Basic Function

Under general direction, manages, supervises, plans and coordinates the code compliance and rental inspection functions in the Planning and Community Development Department; serves as the "Code Official" in charge of the administration and enforcement of the International Property Maintenance Code; performs a variety of the more complex on-site inspections and investigations; coordinates complex cases with other City departments, outside agencies and the public; and, performs other related functions as assigned.

Distinguishing Characteristics

The focus of this single position classification is the management, supervision and coordination of the City's code compliance and rental inspection programs. This classification is distinguished from the lower level Code Compliance Specialist by the formers' responsibility for overall program management, supervision and coordination.

Typical Duties

(May include, but are not limited to, those duties listed below.)
  • Manages, plans, develops, administers, and coordinates the City's code compliance and rental inspection programs.
  • Makes presentations to staff, community groups, and advisory bodies.
  • Reads, correctly interprets, and applies a variety of laws, regulations and policies, such as building and housing codes, municipal codes, the zoning ordinance, relocation law and regulations, and Community Development Block Grant (CDBG) administrative requirements.
  • Updates and maintains technical manuals, records and forms.
  • Coordinates investigations and inspections with other regulatory or law enforcement agencies.
  • May perform any of the duties regularly assigned to Code Compliance Specialist, including performing building and site inspections, issuing citations for non-compliance, and preparing related reports.
  • Monitors cases and performs follow-up actions as needed to ensure compliance.
  • Manages, supervises, organizes and coordinates the workload of code compliance and rental inspection staff to insure thorough, accurate and timely service delivery.
  • Performs other related duties as assigned.
  • Supervises and participates in the resolution of complaints related to building, zoning, housing, and health and safety codes and the rental inspection program.
  • Develops budgets for programs and activities for the Code Enforcement group, monitors revenue and expenditures to assure effective use of resources and accomplishment of program objectives and work plans within available resources.
  • Maintains and analyzes statistical information related to program activities and prepares related reports.
  • Represents the Code Enforcement group and acts as a liaison with other divisions, departments, and outside agencies.
  • Establishes and maintains effective working relationships with property owners, tenants, the general public, officials and personnel from City departments and other agencies.
  • Guides staff in making complex interpretations and decisions concerning technical problems related to the application and enforcement of codes, regulations and policies.
  • Provides lead direction to professional, technical and administrative staff assigned to assist with code compliance or rental inspection.
  • Inputs, accesses and analyzes data using a computer.
  • Identifies potential resources and prepares grant requests and proposals for activities to improve housing stock, property maintenance, code compliance and related areas in accordance with City policies and funding regulations.
  • Develops and implements program goals, objectives, policies, procedures and work standards.
  • Prepares reports, correspondence, guidelines and required legal documents, and assists in preparing code ordinances and code amendments.
  • Receives and responds to issues and complaints from the public.
  • Develops, modifies and monitors performance of work plans, established program and service priorities and performance measures.
  • Conducts and processes the most complex code compliance cases.
  • Testifies in court proceedings regarding code violations.
  • Supervises, trains and evaluates assigned staff.
  • Interprets codes and ordinances and ensures that assigned activities are performed in accordance with applicable codes, regulations and City policies and procedures, and that required documentation is submitted and maintained.
  • Monitors and tracks State funding for Target Area code compliance activities.

WORKING CONDITIONS
Position requires: some prolonged sitting, standing, walking, kneeling, squatting, stooping and reaching in the performance of daily activities. The position may also work on moderately inclined and uneven or slippery surfaces. The position requires repetitive hand movement and fine coordination preparing written reports using a computer keyboard. The position requires acute near and far vision in reading written materials and in the performance of daily duties. The position also requires both near and far vision when inspecting work and observing subtle and often fine details common to construction plans, as well as general reading, writing and other communications. The ability to lift and carry items weighing up to 25 pounds. Additionally, the incumbent in this position works in all weather conditions, including wet, heat and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards and emergency situations. The nature of the work also requires the incumbent to climb ladders and drive motorized vehicles. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Knowledge:
  • Federal, state and municipal laws, regulations and procedures related to building and property maintenance codes, housing codes, zoning ordinances, building inspection, and health and safety laws and concepts.
  • Rules of evidence and court procedures.
  • Principles, methods and techniques used in investigations and enforcement work, including appropriate legal requirements and constraints.

OTHER REQUIREMENTS:
  • Willingness to perform inspections and attend meetings outside of regular work hours as needed.

EDUCATION AND EXPERIENCE
Any combination of education and experience that has provided the required knowledge, skills and abilities combined with any required licenses is qualifying. A typical way to obtain the required qualifications is to possess the equivalent of the following:
  • A Bachelor's degree from an accredited college or university with a major in planning, urban studies, political science, police science, construction technology or a closely related field and,
  • Three (3) years of public agency experience related to building codes, property maintenance codes, housing codes and/or zoning enforcement, including one year of supervisory experience.
  • Successful completion of City of Santa Cruz's Supervisory Training Program (2008 or later) is accepted in lieu of some supervisory experience.

LICENSES/CERTIFICATES
  • Possession and continued maintenance of a valid Class C California driver's license and a safe driving record.
  • Possession and continued maintenance of Peace Officer Standards and Training PC832 Arrest and Control certification.
  • Possession and continued maintenance of International Code Council (ICC) certification as a Property Maintenance and Housing Inspector, within one year of hire.

DESIRABLE QUALIFICATIONS
  • The ability to communicate effectively in Spanish.
  • Certification as an ICC Building Inspector or California Association of Code Enforcement Officers (CACEO) Code Enforcement Officer.

SALARY - The current salary range for this position is posted on the City website. Appointment may be made commensurate with experience. See the Mid-Management MOU documents on the City website for further details on pay rates and practices.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.

Floating Holidays - 24 hours per year - prorated for part-time

Medical – Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage. Pro-rated for part-time.
Life – City provides a $25,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
MANAGEMENT LEAVE/OPTIONAL BENEFIT PLAN
80 hours of additional vacation per year. A $1,300 (less than 10 yrs) or $1,500 (greater than 10 yrs) annual contribution may be used to purchase additional vacation, be place in deferred compensation account or be paid in cash (cashout limited to 20 hours).
RETIREMENT
All regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
