QUALIFICATIONS:
Knowledge, Skills, and Abilities:
Requires knowledge of principles and practices of public, business or judicial/court administration. All laws, rules, and regulations governing public and court administrative operations. Court practices and procedures. Legal terminology related to court operations. Techniques used to conduct legal research.
Requires skill in Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
Human Interaction: Acts as a first line supervisor, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance.
Using spreadsheet, database, word processing, presentation, and other software to research legal issues, organize and analyze information, prepare reports, and create and deliver effective presentations. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
Education and Experience:
Master's Degree in Social Work, Counseling, or Psychiatry and two or more years of experience in providing behavioral health services; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licensing Requirements:
Must possess and maintain a valid Georgia driver's license. Must possess a state of Georgia license or eligibility for a license as a professional counselor, clinical social worker, marriage and family therapist, psychologist, psychiatric nurse, rehabilitation counselor; or Certification in Special Education (as required by position assignment).
Physical Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as strong odors, disease/bodily fluids, and violence.

Example of Duties

JOB SUMMARY:
Manages multiple vocational, educational, or basic skills training programs, including planning and overseeing programs, evaluating the effectiveness of treatment planning, and supervising assigned staff as required. Educates the community regarding treatment services.
Essential Duties:

This job description indicates, in general, the nature and level of work, knowledge, skills, abilities, and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent. Provide leadership as well as operational management for the clinical program and personnel; Provide clinical and administrative supervision to clinical staff; establishing workloads, evaluating employee performance, resolving staff conflicts, and administering disciplinary action as required.
Develops work plans and performance evaluation criteria for all staff; evaluates employee performance. Interviews and recommend candidates for positions within the program; recommends promotions or reassignment; hears and resolves complaints; implements disciplinary measures as needed; approves leave; advises employees on work and administrative matters; and career development and training.
Evaluates, recommends, and implements policies and procedures for court programs. Implements changes in program operations per changes in regulatory guidelines. Ensures compliance with county codes and all applicable, Federal, state, and local laws governing the program.
Performs individual Diagnostic Assessments/BioPsychoSocial Assessments, Mental Health/Substance Abuse/Medical Screenings, Intake/Orientation. Determines eligibility for admission into treatment program and needs of client via medical, mental health, and substance abuse prescreening assessments.
Plans and oversees programs and developmental activities. Serves as a liaison to link program activities with community agencies or other social service resources to enhance programming services. Represents Fulton County Government at community and business meetings. Educates the community about social services programs.
Evaluates the effectiveness of program planning and implementation activities. Responds to inquiries and resolves problems or complaints regarding the availability or quality of program services. Develops systems and maintains records that provide for the proper evaluation, control, and documentation of assigned area and prepares reports on program activities. Ensures that the assigned program complies with all applicable federal, state, and local regulations.
