Essential Job Functions
The Clinic Phlebotomy Technician collects specimens from patients, which may include blood, urine and any material for biological and chemical analysis. Perform only such tasks for the laboratory that do not require licensure but may require certification. May also be required to help lab and/or clinic management staff in additional duties for the lab/clinic to function efficiently and provide care for patients and staff. May also be required to assist in scheduling, ordering supplies, inventory control, training, and other duties to assist department management.
Responsibilities
Individual is expected to meet the following standard requirements:
  • Good knowledge of test menu and ability to manage requisitions/orders.
  • Is familiar with the basic functions of the clinical laboratory including its
methods, procedures, practices, and terminology.
  • Active participation in safety awareness and compliance through monitors
and/or tours.
  • Active participation in performance improvement monitors and surveys in the

Phlebotomy Section
Skills/Abilities/Knowledge
Individual is expected to meet the following standards with regards to the Laboratory Information System:
  • Utilize the computer system skillfully, responsibly, and resourcefully.
Possesses the skills to perform basic functions related to test requesting. Possesses the skills to alter test requests and associated billing.
  • Be familiar with computer downtime and recovery procedure.
  • Possesses the skills to perform basic functions related to patient
  • Demonstrate ability to perform basic functions in an electronic medical record
demographics, data access, pending work, printing of labels, and reports.
Individual is expected to meet the following standards in regard to Phlebotomy specimens and/or orders:
  • Be familiar with the basic tests, test codes, and types of tubes these tests are
collected in, and familiar with which department performs these tests.
  • Address STAT and TIMED laboratory requests in a timely and courteous
manner.
  • Use correct procedure to accurately identify patients, label specimens and/or
orders and verify there is adequate sample for testing ordered.
  • Notify the floors/clinics on specimens and/or orders needing recollection due
to clotting, hemolysis, or incorrect sample collected.
  • Understands procedure for receiving specimens and/or orders as well as
what
to do when no orders are in the computer.
  • Understands the procedure for handling "body fluids".

Individual is expected to meet the following standards in regard to organization and initiative:
  • Continuously assesses and prioritizes the workload. Handles interruptions

Individual must meet the following standards with regards to training,
education and communication:
  • Can professionally communicate with non-laboratory personnel regarding
missing or incorrect specimens and/or orders, mislabels, missing orders, and
duplicate orders.
  • Attend and participate in one on ones, huddles, and clinic meetings
  • Completes annual competency testing and exams.

Individual who have met the appropriate career level standards, may also perform the following duties:
  • Assists in service-recovery processes for all Phlebotomy-related issues.
  • Helps resolve daily technical issues and concerns.
  • Participates and assists in teaching and training of new employees and
students. Help monitor and evaluate completeness of training for all new
Phlebotomy staff. Directs and monitors annual competency testing and
exams completion for the team.
  • Helps manage monthly schedule, on-call coverage, and any daily re-
assignments due to absences. Assumes tasks and responsibilities of
phlebotomy operations in the absence of Phlebotomy Supervisor.
  • Helps monitor attendance and tardiness. Resolve daily issues and concerns.
  • Helps monitor that all daily QC is performed and documented.
  • Conducts one on ones, huddles, and bi-monthly Phlebotomy Section (and
Departmental Updates) meetings.
Education and Experience
  • Completion of a phlebotomy program
  • High School Diploma or Equivalent

Preferred Qualifications:
  • Department of Transportation urine and Breath Alcohol Test certification preferred but not required. Training for certification can be provided.

Physical Capabilities
May demand continuous standing and walking. The work may also demand frequent sitting, reaching, and may include bending and kneeling. May also be required to carry items over 50 pounds. Near visual acuity is required as well as testing for visual color discrimination. Must be able to communicate verbally. The hours of duty may be irregular to accommodate departmental requirements for patient care.
Environmental / Working Conditions
The work is of High Risk for exposure to biological and chemical hazards.
Interaction with Other Departments and Other Relationships
The work involves daily interaction with clinic staff, patients, and employers.
