MAYOR’S OFFICE OF PERFORMANCE AND INNOVATION


CITISTAT ANALYST


THIS IS A NON-CIVIL SERVICE POSITION


Opening Date: March 14, 2023


Closing Date: June 14, 2023


Salary: $80,000, annually


General Description


Performs routine project management, data analysis, and statistical work. Assists in the coordination of on-going meetings to monitor operational performance and efficiency of City departments.


Work involves:


  • Providing administrative support to routing and ad-hoc meetings.
  • Compiling, analyzing, interpreting, and presenting statistical data through data visualizations, reports, and meeting memos.
  • Performing specialized analyses and short-term research projects pertaining to fiscal, administrative, or program functions of an agency.


Works under intermittent supervision, with limited latitude for the use of initiative and independent judgment.


EXAMPLES OF WORK PERFORMED


  • May develop, plan, and implement databases, data collection systems, statistical programming, data analytics, and other strategies that optimize statistical efficiency and quality.
  • Organize, facilitate, and plan on-going and ad-hoc meetings involving multiple stakeholders.
  • Update, implement, and maintain procedures for replicating analytic products.
  • Assists in preparing concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations.
  • Identify and interpret data patterns, trends and topics for additional review and analysis.
  • Collect, compile and query data. Cleans and prunes data to discard irrelevant information. Identify data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data.
  • Analyze and summarize quantitative and qualitative information and data using standard statistical tools, methods, and techniques. Apply a racial equity lens to data analysis and evaluation projects.
  • Assist in the development, collection, analysis, and reporting of performance metrics to understand the effectiveness and equity of government programs.
  • Create data products - data visualizations, memos, dashboards, detailed statistical reports, and presentations - that communicate findings to non-technical audiences.


Education And Experience


  • Graduation from an accredited four-year college or university with major coursework in public policy or administration, data science, computer science, mathematics, statistical analysis, research methodology, program evaluation or a related field.
  • Graduate degree is preferred.
  • Experience working in government is preferred.
  • Experience and education may be substituted for one another.
  • Two years’ experience in data analysis, reporting, and/or compiling, analyzing, and interpreting statistical data to help organizations make operational decisions or improve service quality.


Knowledge, Skills, And Abilities


  • Ability to organize, plan, and facilitate on-going and ad-hoc meetings involving multiple stakeholders.
  • Knowledge of and skill in project management techniques including familiarity of collaboration/management tools like GitHub, Asana, and the Microsoft and Google office suites.
  • Excellent listening, interpersonal, written, and oral communication skills including the ability to effectively communicate analytical results to non-technical audiences and to provide guidance to others
  • Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings.
  • Ability to compile, review, evaluate and interpret statistical data; to conduct qualitative and quantitative analysis; and to implement data collection methodologies.
  • Skill in the use of a computer, applicable software, and statistical tools and databases.
  • Understanding of how to connect data and analysis to management and operational decisions.
  • Ability to compile, review, and analyze data; to prepare reports and data visualizations summarizing findings; and to maintain accuracy and attention to detail.


About CitiStat:


CitiStat was founded in 1999 to apply data-informed performance management tools to all aspects of city government on behalf of the Mayor. Together with 311 (another Baltimore innovation), CitiStat reinvented how government services can be measured and managed. CitiStat is City Hall’s performance management and accountability team; we use data to measure city agency performance and progress towards Mayoral goals. By setting goals for service effectiveness, the program holds agencies to a high standard of performance and problem-solves where goals are missed. Since its inception, CitiStat has won numerous awards for its contributions to government innovation and was studied in Robert Behn’s “The PerformanceStat Potential” (2014). In 2019, it merged with the Baltimore Innovation Team to form the Mayor’s Office of Performance and Innovation, centralizing the city’s data and design teams into a single office.
