Job Title: Chief Finance Officer
Department: Administration/ Finance
Reports to: Superintendent
FLSA Status: Exempt
Pay Scale: Administrative
General Description:
Position is responsible for financial management of the school division – development, monitoring, reporting and execution of the school division operating and capital budgets, grants and other funds. Responsible for providing leadership and oversight to the areas of budget and planning, accounting, purchasing, and payroll. Position is responsible for providing information to the public regarding the financial costs of the school division and advises the Superintendent on financial issues; communicates with the School Board, city staff and city council; ensures compliance with state/federal regulations.
Essential Duties and Responsibilities include the following. Other duties may be assigned:
- Assists the superintendent in the annual development of the capital improvement program.
- Provides technical expertise, information, and assistance to the superintendent regarding assigned functions; assists as needed in the formulation of the development of fiscal policies, procedures, and programs.
- Directs the preparation and maintenance of a variety of state and federal financial reports; prepares various narrative and statistical reports, records, and files related to the Finance Department.
- Assists division staff in budget and accounting functions.
- Acts as agent for the school board as provided by state law.
- Plans, organizes, controls, and directs the accounting activities and functions of the division; projects, monitors, maintains, and accounts for the fiscal health of the division; and makes presentations to the school board.
- Assists the Superintendent in the development of the division annual budget.
- Develops and prepares the annual preliminary budget for the department; analyzes and reviews budgetary and financial data; controls and authorizes expenditures following established limitations.
- Communicates with administrators, division personnel, and outside organizations to properly manage division business activities and programs; resolves issues and conflicts and exchanges information; and meets with administrators on respective budgets and financial needs.
- Attends a variety of meetings to maintain current knowledge of legislation, legal codes, and requirements; reviews changes in school finance; attends workshops and meetings with division, county, and state personnel; conducts and facilitates meetings.
- Supervises and evaluates the performance of assigned staff.
- Manages all insurance programs.
- Projects and supervises the preparation of various division budgets; monitors and revises division budgets following adoption.
- Ensures compliance with accounting, disbursement, and reporting requirements of agencies from which grants have been received.
- Serves as the school division’s contact with members of the State Department of Education regarding financial information as required.
- Attends meetings of the School Board and prepares such reports for the School Board as requested by the Superintendent.
- Reviews the financial status of the school division during the year and makes recommendations as appropriate regarding expenditures.
- Consults with the Superintendent, School Board members and other staff as questions arise relating to the school division’s finances.
- Provide leadership to the operating and capital budget processes and the internal and external financial reporting process.
- Monitors the maintenance of a continuous auditing program for all funds and assists the district’s independent auditors in conducting the annual and periodic audit.
- Performs related duties as assigned.
- Directs the preparation of an annual financial report in compliance with the Association of School Business Officials Association Standards, Government Finance Officers Association and related government accounting standards.
- Provide leadership and direction to select departments within the school division to ensure effective and efficient operations and enhance process and performance management: Budget & ERP; Accounting; Payroll; and Procurement.
- Monitors the property, casualty, and liability insurance programs for the school division.
Required Knowledge, Skills, and Abilities:
- Ability to read, analyze, and interpret education periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to define the problems, collect data, establish facts, and draw valid conclusions.
- Ability to effectively present information and respond to questions from groups of

- Ability to interpret a wide variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Education, Training, and Experience Requirement:
- A valid driver’s license.
- Education & Experience Requirements: Master’s degree in Business Administration or Public Policy preferred.
- 3-5 years experience in budgeting and finance.
Physical Attributes/Demands:
Work requires normal physical attributes required for walking, standing, sitting, operating office equipment, communication equipment, lifting, moving, carrying light equipment, supplies, etc.
Evaluation:
Performance will be evaluated by the superintendent in accordance with school board policy and administrative regulations on evaluation of administrative personnel.
