Job Description
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Division of Youth and Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles (e.g., youth) awaiting disposition in family, criminal, and supreme courts. DYFJ also oversees a wide network of providers throughout the five boroughs that operate Non-Secure and Limited Secure Placement sites for youth who are adjudicated delinquent and are placed by the New York City Family Court, and a vast network of community-based alternative programs for youth involved in, or at risk for involvement in, the Juvenile Justice system.
Under general direction, the Case Manager is responsible for the intake and overall coordination of care for youth admitted to an ACS secure and specialized secure detention facility, including the facilitation of inter-disciplinary planning meetings and child/parent conferences, related crisis support, facilitation of youth contacts with families, attorneys, and other stakeholders, discharge and re-entry services and planning to effectively support the adjustment of juvenile delinquents, juvenile offenders, and adolescent offenders and continuity of service upon release.
Specific duties include, but are not limited to:
  • Attend detention, milieu-based meetings and planning/transition conferences, as a member of an interdisciplinary team, to support the planning, development and coordination of care and behavior plans and discharge recommendations for youth both within the facility and upon their release from detention.
  • Perform the required completion and maintenance of adjustment reports and other documentation requested by the courts, statistical reports, data entry, internal monthly, quarterly and annual reports (on requests), and case management records that are contemporaneous, accessible and used as the basis for planning services for youth, management of the secure detention facility, and evaluation of the care provided to youth lodged at the secure detention facility.
  • Maintain timely documentation of youth and family interactions and note, record timely progress notes, and report on youths’ progress in designated case management files/shared drives/databases.
  • Collaborate with other DYFJ facility units and departments to document participation of programming and schedules, development and maintenance of youth behavior.
  • Ensure timely communication and ongoing collaboration with youth, their families, the courts, the youth’s attorney and other systems and agencies involved in the life of the youth for advising youth and coordinating current case status and permanency.
  • Provide daily case management services (e.g., including youth and family intakes, managing visitor entry into the facility, facilitating youths’ access to telephone calls and correspondence, contacts with their families and attorneys, counseling, workforce programs, re-entry) within a juvenile detention facility for youth pending court proceedings and/or as a sentence after a conviction for either felony or misdemeanor offenses.
  • Develop and coordinate planning of community resources to provide services to detained youth to ensure continuity in the areas of medical and mental health, education, career readiness, and prosocial programming.
  • Maintains close cooperation and collateral contact with local agencies, institutions, the Department of Probation, the Office of Children and Family Services, legal defender organizations.

Note, candidate must be willing to travel to conduct field visits, and attend meetings in the community, as well as work some evenings, weekends, and on holidays.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
