This position is responsible and accountable for developing, refining, and understanding business requirements, use cases, and testing standards for Division of Child Development and Early Education (DCDEE) applications. This includes the overall functional and non-functional requirements for applications, business rules, data dictionaries and flows, reporting, user interfaces, as well as any other business driven processes, rules, or design points that are
necessary to meet the expected usability for new and existing applications for DCDEE and external stakeholders. Will provide technical writing and documentation support. Participate in and document technical feasibility studies, technical business analysis, testing plan development and configuration management. Document, create, and support business process and procedure development, functional requirements development, federal and state project documentation.
Duties include developing communication plans, internal and external memorandums, status reports, user manual or help sheets, issues log, presentations, policy development, maintenance of project budgets, meeting agendas and minutes and various other technical and functional documents.

- Customer focused with excellent oral and written communication skills within a business and/or technical context. Skilled conflict resolution skills are required to include negotiation and mediation skills.
- Experience and knowledge of all aspects of the software development life cycle (SDLC) including requirements management, applications design, development, quality assurance, change management, and release management.
- Demonstrated ability to coordinate and work with other business and technical team members to develop business requirements and ensure that those requirements will be incorporated and met in the technical design of the application.

Bachelor s degree from appropriately accredited institution in a discipline related to the area of assignment with two years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
