Job Description

Duties

  • Assists in reviewing long- and short-range plans, resource projections, priorities, and justifications. Reviews material to ensure that data is reasonable, complete, accurate, and consistent with financial information received from other sources, supporting and making recommendations to management on use of available resources
  • Assists in developing proposed budget, including requirements with respect to the content of submission, setting deadlines for such submissions, providing corresponding analysis and support, and responding to inquiries.
  • Provides support to assigned client offices on all budgetary matters and the use of the OneStream budget system.
  • Keeps abreast of proposed changes to MCC's programs which may have a substantial impact upon present or future budgets. Reviews and applies OMB and Congressional policies or regulations for the formulation of MCC-wide budgets.
  • Exercises technical authority and control of funding requests, obligations, and expenditures, ensuring compliance with applicable appropriations law and associated policies and procedures.
  • Designs, develops and maintains reports, business intelligence and analytics solutions for financial reporting and analysis using MS Excel, Power BI, and other business intelligence tools, leveraging MCC's financial and budget management systems including Oracle and OneStream.
  • Assists with planning and implementing agency-wide program and budget guidance governing the execution of budgets; and in the compilation and consolidation of budget data and the preparation of detailed budget schedules and supporting documentation.
  • Performs related duties as assigned.
  • Serves as a technical resource on a wide variety of budget, planning, projections, budgetary accounting and financial management issues impacting the agency.
  • Provides assistance on all aspects of budget execution formulation, review, approval and impact of revisions/transfers; serves as liaison on budget and fiscal matters.

Qualifications

To qualify for pay band 4a applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4b (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience with various aspects of the budget execution process including development of departmental budgets, review and approval of revisions/transfers, monthly budget execution process development of Departmental budgets, review and approval of revisions/transfers, monthly and quarterly reporting, and serving as liaison on various budget and fiscal matters; experience developing, revising and adapting financial policies, procedures, and practices related to the analysis, forecasting, and control of government funds; and experience importing and exporting financial data using various data formats using SQL and/or Microsoft Excel. Note: This experience MUST be well documented within your resume or application.
