Job Description
POSITION DESCRIPTION:
PERIKIN Enterprises maintains a contract with the National Nuclear Security Administration (NNSA) Office of Nuclear Smuggling Detection and Deterrence (NSDD) (NA-213) within the Office of Global Materials Security (GMS) (NA-21) to support the Department of Energy (DOE). NSDD works with international partners to strengthen capabilities to deter, detect, and investigate nuclear and radiological materials smuggling by providing the expertise and tools needed to respond to smuggling events. This includes the deployment and sustainment of radiation detection equipment.
The Budget Analyst will support training activities for the DOE, National Laboratories, and other Program contractors, including but not limited to utilization of the Program financial system, cost reporting and budget overview, inventory reporting, and related systems such as word processing and spreadsheet application software. Coordinate with Contracts Representatives (COR) and senior program leadership to ensure all contracts are funded appropriately. Prepare, analyze, reconcile, and clearly communicate project status to the Program as required and needed.
This position currently works a hybrid schedule with two days per week of scheduled telework. (On-site at DOE Headquarters)
PRIMARY JOB DUTIES
Assist the Program cost reporting process by tracking and reporting cost data, commitments, and balances for all Contractors and Laboratories, including Program reporting requirements and monthly reconciliations.
Responsible for compiling and managing monthly and annual budgets and financial plans across over 100 projects at more than 25 supporting organizations.
Responsible for updating the financial database with a monthly budget and cost adjustments.
The incumbent will be required to support periodic reviews of budget consumption and costs at all levels of the Program and generate reports as requested, including cost/benefit analysis.
Monitor financial status and cost projections to recommend program funding revisions to meet carryover target requirements proactively.
Assists the Program with short and long-range forecasting, including life cycle model development, revision, and reporting related to the budget formulation and execution process.
Provide written and quantitative inputs to Congressional inquiries, including impact statements, decrement scenarios, and plus-up scenarios.
EDUCATION & BEXPERIENCE
Bachelor's degree in Accounting or Finance Two to four years' experience or equivalent work experience
KNOWLEDGE, SKILLS, & ABILITIES
MINIMUM REQUIREMENTS
Knowledge of Microsoft Office software applications Advanced knowledge of Microsoft Excel to include functions such as vlookup, sumifs, pivot tables, and graphing
Must have excellent communication and organizational skills.
Must be able to work independently and with minimal direction and supervision.
Possess extreme confidentiality and professionalism and the ability to prioritize, monitor, and work concurrently on multiple projects and tasks. Ability obtains a DOE Q (Top Secret equivalent) security clearance.
PREFERRED QUALIFICATIONS
Active DOE Q Clearance Experience in governmental accounting Experience interacting with federal oversight
PHYSICAL REQUIREMENTS
Prolonged periods of sitting at a desk and working on a computer. Must be able to lift a min of 15 pounds at times.
Some travel to domestic and international locations may be required.
