Summary
This position is located in the Financial Management Division of the Bureau of Near Eastern Asia (NEA). The incumbent serves as a Budget Analyst performing the formulation, presentation, and execution of budgets and financial plans for NEA and South and Central Asian (SCA) domestic offices and 29 overseas posts in the NEA and SCA bureaus.

Duties
Develops annual budget estimates for the Departmental, OMB and Congressional budget submissions for all NEA/SCA Bureau programs and activities related to Public Diplomacy.
Formulates long-range budget estimates for multi-year programs and activities and the estimates of personnel and other resource needs to administer programs.
Reviews, analyzes, edits and consolidates budget submissions for accuracy of technical treatment, mathematical accuracy, format, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.
Requests funds to carry out the assigned programs.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing, justifying, and managing budgets for a program or functional area.
Experience in budgetary requirements and activities to maintain oversight and control over assigned areas of responsibility.
Experience formulating long-range budget estimates for multi-year programs and activities.
There is no substitute of education for specialized experience for the GS-13 position.
