Behavioral Health Services Program Director

Hourly Wage: $39.00/Regular/Full-Time/Supervisory
The Program Director oversees the coordination and administration of all aspects of an ongoing program including planning, organizing, staffing, leading, and controlling program activities. The Program Director also provides high-level administrative support for Behavioral Health Services and coordination with staff to manage special projects, including Grants, contracts, community outreach, volunteer coordination, community events, and education programs. Given the diversity across tasks and programs, Program Director will be expected to be versatile and learn and to act on new information efficiently. The Program Director will also be responsible for the implementation of the Certified Community Health Clinic and integration of substance use disorders and mental health.
Examples Of Work Performed
  • Develop relationships and affiliations, which promote the success of public mental health on the Yakama Reservation.
  • Maintain interface with other departmental directors regarding policies and procedures and other programmatic issues, to ensure effective and efficient program delivery.
  • Ensure that program activities comply with all relevant legislation and professional standards and maintain Federal and State Level of Care standards and agency policies to provide Mental Health Services (HCA & CMS).
  • Creating and managing program's ability to generate revenue through optimal practice of Title 19 and 3rd Party Billing, developing strategies for engaging the participation of impoverished populations, students, veterans, and senior citizens, and other programs.
  • Engage volunteers, WIA workers, and students for appropriate program activities using established volunteer management practices.
  • Establish and attend meetings to provide pertinent information related to the CCBHC operations and the provisions of quality health care.
  • Develop and implement long-term goals and objectives to achieve the successful outcome of the program.
  • Develop new initiatives to support the strategic direction of the YNBHS. Creating and managing programs and events that increase community engagement, developing strategies for engaging the participation of all populations, students, veterans, and senior citizens, and other programs.
  • Supervise program staff by providing direction, input, and feedback through individual consultation or mandatory All Staff Meetings on a frequent basis.
  • Plan the program: Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement. Plan and execute projects designed to assist in the accomplishment of Programs Scope of Work and assign tasks associated with projects and follow up to ensure completion through required reporting systems.
  • Prepare and implement a performance evaluation for all program staff and provides training plan for staff in developing staff's strengths, education, and goals to achieve upward mobility, as per Human Resources Policy Manual.
  • Ensure that personnel and patient files for YNBHS program are properly maintained and kept confidential per PPM and HIPAA requirements.
  • Develop forms and records to document program activities and compliances as well as amending documents, policies and procedures as needed.
  • Develop and update YNBHS internal Policy and Procedures manual.
  • Ensure that all program staff receive an appropriate orientation to the organization and the programs as per Human Services PPM.
  • Communicate stakeholders to gain community support for the program and to solicit input to improve the program and attend meetings of relevant community groups, tribal programs, and schools to build partnerships with local businesses that support Behavioral Health Services and other special projects affiliated with Behavioral Health Services.
  • Coordinate the delivery of services among different program activities to increase effectiveness and efficiency through community outreach, conferences, sub-committee meetings and membership of community Coalition and Advisory Boards.
  • Ensures program adheres to referral process and procedures to identify priority children, adults, and families for screening, assessment, and treatment through collaboration of other Tribal Programs, community, and State programs.
  • Oversee the collection and maintenance of patient/client records for billing and statistical purposes according to the confidentiality/privacy policy of the YNBHS.
  • Staff the program: In consultation with the Human Services Deputy Director, Human Resources Program Manager, and Tribal Administrative Director to recruit, interview and select well-qualified program staff.
  • Control the program: Write reports on the program for management and for funders. This is inclusive of monthly Tribal
  • Provide support and development in the integrative care of Mental Health and Substance Abuse to enhance services provided by YNBHS with respect to 3rd Party billing.
  • Implement the Human Resources/YNBHS/VRP policies, procedures, and practices on behalf of the Yakama Nation.
  • Organize the program: Ensure that program day-to-day activities operate within the policies and procedures of the organization, with special attention to Confidentiality and HIPAA.
  • Develop and report an annual budget and operating plan to support the program.
  • Develop Position Descriptions for program to enhance service delivery.
  • Develop strategic plan of the implementation of CCBHC and integration of Mental Health and Substance Use Disorder.
  • Lead the program: Ensure all staff members receive orientation and appropriate training in accordance with organizational Scope of Work.
  • Prepares and writes grant proposals on behalf of the program to acquire additional funds for service expansion and to ensure the continuous delivery of services.
  • Plan and execute the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.
Council Reports, grant(s) Quarterly, Annual, Bi-annual reports, complete evaluation criteria as required by contracts and
participate in presentation of the reports needed at the end of the fiscal year.
  • Report evaluation findings to the Human Services Deputy Director and recommend changes to enhance the program, as appropriate.
  • Ensure that the program operate within the approved budget and all financial records for the program are up to date.
  • Identify and evaluate the risks associated with program activities and take appropriate action to control risk management.
  • Provide required information to have contracts and invoices generated and submitted to through the Grants & Contracts process so that payment of Contractor's, Service Providers, and funders are processed according to the stablished contracts and timelines.
  • Assist with other duties as assigned by Health Services Deputy Director, Tribal Administrative Director and HEW as directed.
  • Monitor and approve all budgeted program expenditures.
  • Monitor cash flow projections (3rd Party Reimbursement) and ensure reporting of funds and variances are completed to the HEW Committee on a regular basis (monthly) through committee actions.
  • Communicate with Grants & Contracts regarding funding sources as outlined in funding agreements.
  • Monitor YNBHS program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework.
  • Ensure financial reports and supporting documentation for funders are prepared as outlined in funding agreements.
  • Provide PCC for payment of treatment of patient and/or client as per licensure requirements.
  • Perform other work duties as assigned: Assist with Intake assessment, diagnosis, and treatment of patients and/or clients served under the YNBHS umbrella as needed.
  • Manage all other Grant(s) project funds according to established accounting policies and procedures.
  • Manage and maintain multiple grants and special projects and ensure all grant(s) goals and objectives, such as planning, scheduling, and coordination of grant project activities, and contracts are fulfilled.
  • Participate in multi-disciplinary team staffing and trainings related to patient care.
  • Manage and evolve internal risk and compliance systems and procedures.
Knowledge, Skills And Abilities
  • Knowledge of tribal administrative policies and procedures.
  • Knowledge of Tribal Centric Behavioral Health and 7.01 planning and how it pertains to YNBHS.
  • Knowledge of Title 19 and 3rd Party Billing.
  • Must possess computer skills (Excel, Word, Outlook, PowerPoint, etc.).

Minimum Requirements
  • Must uphold strict
  • Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
  • Must possess a valid Washington State Driver's License.

  • Required to pass a pre-employment drug test.
  • This position will require significant travel through the Yakama Reservation and out of town.
  • Preferred Master's Degree from an accredited college or university with major in Social Work, Education, Psychology, Business, Communications and Public Relations, and/or public administration with 2 years minimum business experience.
  • Supervisory experience required with experience that reflects the ability to work with both Tribal and Non-Tribal providers.
