Job Description
Job Summary


JOB SUMMARY


Assists in managing and directing the operations of the Engineering and Capital Improvements Department with primary responsibility for implementation of the City’s Capital Improvement Program. Manages a diverse mixture of infrastructure projects, as identified in the Capital Improvement Program (CIP), from concept through project completion including all phases of planning, design and construction. Manages and develops processes to facilitate the timely and financially responsible completion of projects; including the development of details, standards and specifications for public infrastructure construction for both internal and external use.


  • This position will allow you to designate an alternative start time between 7 am and 9 am; but you must work 8 hours per day and complete your work by 7pm, M-F.
  • This position will allow for up to 2 days per week teleworking after the first 6 months.
  • Flexible working options such as Teleworking and Alternative start times are available.


Essential Functions And Decision Making


ESSENTIAL FUNCTIONS Manages capital improvements program implementation to ensure projects are on time, within budget and all project requirements are met.


  • Develops processes and procedures for efficient CIP project management.
  • Manages scopes, schedules, quality and budgets for all CIP projects
Manages, supervises and directs division activities including assigning work projects, prioritization of work assigned by others, reviewing work, approving time sheets, and completing performance reviews.Serves as project manager on engineering contracts for major studies and/or project design, and on issues relating to modifications or amendments to public policy issues.


  • Prepare letters, memorandums and Council Reports.
  • Meet and coordinate with consultants, contractors, City departments and external utility agencies and other related professionals regarding the construction and processes; provides solutions to construction challenges.
  • Develop and prepare construction specifications and bid documents.
  • Manage construction contracts.
  • Review and approve consultant/contractor pay requests.
  • Request and evaluate consultant scope of services and fee proposals.
  • Review design plans, project specifications, and cost estimates.
Reviews and modifies design guidelines, construction specifications and construction details. Coordinates and resolves conflicts to achieve consistency across City departments and regulations. Coordinates with Purchasing, Legal and Finance staff to improve contract documents and monitoring.Assists the Director of Engineering with the Capital Improvements Program development including yearly updates, cost estimates of proposed projects, coordination with other departments to aid in determining priorities and project feasibility/overlap, City Council and Planning and Zoning presentations, and to ensure orderly disbursement of public funds.Assists the Director of Engineering & CIP in administration and management of division activities:


  • Assist with internal and external public awareness efforts through community presentations and make formal presentations to the City Council, Planning and Zoning Board, Neighborhoods, University, TXDOT, County, State and Federal agencies.
  • Performs other routine and/or specialized duties relative to area of assignment as required.
  • Serves as Director in the absence of the Department head
  • Assists in determining and implementing department policies and budgetary needs.
  • Participates in master planning of all infrastructure needs for the City.
  • Provides team leadership and mentoring to coworkers and/or interns in the preparation of plans, contract documents and specifications
DECISION MAKING


  • Hires, trains, supervises and evaluates the performance of assigned personnel.
  • Must be able to set goals and objectives to achieve policy direction.
  • Ability to prioritize workload.
  • Must master the art of focused listening and clear communication to successfully resolve problems.
  • Manages assigned engineering projects, consultants and/or programs.


MINIMUM QUALIFICATIONS (Salary Is Dependent Upon Qualifications)


MINIMUM REQUIREMENTS


  • Must possess a valid Texas Driver’s License with an acceptable driving record.
  • Professional Engineer License issued by the Texas Board of Professional Engineers required.
  • Ten (10) years progressive responsible experience as a P.E. in engineering/project management required.
  • Bachelor’s degree in Civil Engineering or related field required.


Preferred Qualifications


  • Familiarity with CADD, GIS, Microsoft Project and various modeling programs is desirable.

PHYSICAL DEMANDS AND WORKING CONDITIONS


Physical requirements include lifting up to 25 pounds occasionally. Subject to vision constantly; fine dexterity, hearing and talking frequently; standing, sitting, walking, lifting, carrying, pushing/pulling; reaching, balancing and foot controls; kneeling, crouching, bending, twisting and climbing rarely.


Working conditions involve exposure to variable and/or extreme weather conditions, vehicle traffic, general construction hazards, heavy equipment, and open trenches when visiting job sites.
