Primary Purpose:
Provide and evaluate leadership for the instructional programs of ILTexas in core content, bilingual/ ESL, and/or LOTE. Responsible for the effective and efficient operation of the curriculum and instruction department that includes curriculum, instruction, and assessment and related staff development, hiring, and program evaluation. Provide leadership and vision in the ongoing planning, implementation, development, direction, review and evaluation of the curriculum and instructional services, assessment, research and evaluation services.
Qualifications:
Education/Certification:
Master’s degree Valid Bilingual or ESL teaching certifications
Special Knowledge/Skills:
Knowledge of curriculum design and implementation Ability to interpret data and evaluate instruction programs and teaching effectiveness Ability to develop and deliver training to adult learners Strong organizational, communication, and interpersonal skills
Experience: Five years of teaching experience Previous LPAC Leadership Experience
Major Responsibilities and Duties:
Instructional and Program Management
•Builds capacity at the campus level to ensure that each campus is meeting the needs of all Emergent Bilingual students and makes equitable programmatic decisions for them.
•Monitors campus compliance with state and federal mandates related to EB students to maximize BE/ESL program effectiveness (EB student identification, placement, classroom accommodations per student English proficiency level, EB student progress, and appropriate choices of assessment). •Coordinates and monitors timely and accurate campus identification and placement of EB students and coordinates educational servicesthat are intended to make the students proficient in the English language, primary language literacy, composition and academic language related to required courses. These services include the bilingual basic program of instruction and special assistance to increase cognitive academic language proficiencies in English.
•Works with campus, area, and headquarters teams to analyze EB student growth and achievement data; coordinates and monitors intervention services based on student data.
•Provides and coordinates ongoing professional development opportunities and supports targeted development of competencies needed to serve EB students and included in the charter comprehensive PD plan. Provides ongoing training on the ELPS and Sheltered strategies and monitors classroom implementation.
•Identifies EL program needs at campus level (e.g. professional development needs as outlined in the targeted PD, instructional materials and equipment, etc.) for the purpose of providing input to school administration that will enhance the EL program.
•Assists school administrators for the purpose of supporting them in meeting the needs of EB students. •Identifies program needs (e.g. instructional materials and equipment, etc.) for the purpose of providing input to district and campus administration that will enhance the programs serving ELs.
•Works closely with campus LPAC Administrators to ensure compliance related to EB students and maximizing DLI/ESL program effectiveness.
•Participates in meetings, workshops, and trainings for the purpose of conveying and/or gathering information required to perform job related functions.
•Organizes and supervises the implementation of the charter’s Bilingual/ESL PK and K summer school program

• Works cooperatively with others in developing the mission and articulating a vision for ILTexas.
• Systematically monitors school improvement and district-wide evaluation activities.
• Uses evaluative findings to determine the extent to which goals and objectives are met.
• Demonstrates appropriate use of student achievement date in interpreting, reporting and acting on results.
• Actively supports the efforts of others to achieve district goals and objectives.
Professional Growth and Development
• Utilizes information provided through formal and informal assessment data and professional growth plan to improve professional skills and knowledge.
• Participation in professional development programs leads to improved job performance.
• Actively seeks and utilizes evaluative feedback from peers, subordinates, and superordinate regarding his/her performance.
• Develops, uses, and evaluates ideas and/or innovative approaches to improve his/her job performance.
• Participates in professional organizations, disseminates ideas and information of other professionals, and provides leadership in identifying trends and opportunities, as well as solving problems facing the profession.
• Performs duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for Ethics for educators.
