The State Highway Administration’s (SHA) Office of Audits is currently recruiting for an Administrative Manager (Administrator I) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature Of Work
This position serves as the HR Representative managing the HR responsibilities for Office of Audits (OA). Samples of HR responsibilities include: preparing/processing confidential personnel related paperwork including recruitments, interviews, promotions, reclassifications, transfers, disciplinary issues, health benefits coordination, FMLA, leave bank and sick leave monitoring while analyzing, interpreting, developing and implementing all personnel and administrative policies and procedures as mandated by rules, regulations and law.
Apart from HR duties the Administrative Manager will be responsible for other administrative duties. The Administrative Manager serves as the central point of contact for OA supporting the architecture & engineering (A& E), external, internal & investigations, and construction managers as well as OA staff. This position manages and coordinates the activities for the office, including administrative needs, training, personnel matters, safety, and procurement. They also carry out the responsibilities for SHA’s Customer Care Management System for the office; the Unit Training Coordinator by reviewing, recommending, and providing training for staff in the Cornerstone Training System; coordinating and scheduling external trainings; supporting the Out-of-State Travel Coordinator, Fleet Coordinator, and is the credit card holder.
The Administrative Manager functions to know and understand the priorities of the Director and to assist in the daily operations of OA. This position will manage and coordinate the Director’s calendar to include scheduled meetings with the Administrator, Deputy Administrator, other offices within SHA and other MDOT Modes.

Qualifications
Minimum Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university.
Experience: Four (4) years of experience in administrative or professional work.
Selective Qualification: Two (2) years of the required experience processing personnel transactions and assisting in personnel actions related to employment services, benefits, classification, and compensation, employee-employer relations, or recruitment and selection.
A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Preferred Qualifications
The ideal candidate should possess the following:
- Excellent writing/oral communication skills
- Excellent computer skills including knowledge of MS Word, PowerPoint, Access, and Excel

- Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
- Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
- Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
