Policy Analyst Iii Jobs in Virginia

Researching, tracking, and analyzing state and federal child care and early education policies.

5 years of policy experience for a nonprofit, government agency, or equivalent.

Experience working on state and federal policy related to child care and early learning preferred.

Writing high-quality reports, policy analysis, and issue briefs.

Developing resources such as blogs and toolkits that inform and support child care policy and advocacy efforts.

Communications and Outreach to support the change management effort and transition;

Administrative and project management support.

At least 8 years’ experience

Excellent English verbal and written communication skills

Development of a comprehensive policy for VHA that ensures the oversight and standardization of all developed training;

Review ILEAD internal procedures and provide recommendations for development or revisions to procedures to ensure compliance with VHA Policy once approved;

Skilled in business analysis related to public policy and business project planning, execution, and reporting.

Skilled in customer service needs and communication strategy and planning to communicate with diverse groups.

Skilled in communication strategy and planning and the ability to communicate detailed information to a diverse audience.

Skilled in State systems and business procedures.

Knowledge in implementing and institutionalizing processes and controls knowledge in operational support and troubleshooting.

Provide high-level technical experience and advice regarding systems usage, troubleshooting, and customer service issues.

Maintain project status tracking and provide applicable updates to management as requested

Complete objection management including any applicable regulatory research needed to respond to a governing agency

Basic level experience with MS Excel (simple spreadsheet creation; data entry)

Ensure all language is compliant with regulatory jurisdiction and company requirements

Conduct competitive research on policy language and benefits

Create and maintain specific language requirements, form design, and filing variables by jurisdiction and line of authority

Lead research studies and analyses that evaluate program effectiveness and quality. Manage participation of stakeholders and members.

Understanding of the Administrative Procedures Act (APA), Office of Information and Regulatory Affairs (OIRA) / OMB requirements

Experience in Environmental or Energy Policy is a BIG PLUS!

Knowledge of state and federal environmental laws and regulations

Experience with environmental policy analysis and program development

Experience with legal analysis and research

Experience evaluating environmental laws and regulations and identifying program implementation options as well as opportunities for improvements

Experience with Virginia’s state legislative and regulatory processes

Experience working with and/or leading diverse groups to develop policy recommendations and evaluate program options
