Carries out County Soil Erosion and Sediment Control and Storm Water Control Programs.

Reviews Soil Erosion and Sediment Control and Strom Water Control plans; conducts compliance inspections; takes appropriate enforcement action.

Documents and maintains records of project site and actions taken and presents findings to Environmental Review Board.

Carries out Soil and Water Conservation District and Natural Resources Department programs.

Prepares conservation plans for landowners.

Collects field data using GIS and other computer aided methods as well as other analytical methods.

Provides overall program support to IPIC Program Specialist, including project management

Assists in website management for multiple projects

Assist in the development of educational programming

The level I position has minimum required qualifications of Bachelor’s degree and is a PS807 pay level.

Prepares and reviews compliance with environmental regulations and permits for review by Project Manager and Senior Technical Reviewer.

Minimum of one to five years natural resources experience preferred focusing on Wetland Delineation, Wetland Ecology, Soils, Botany, and/or Wildlife Biology

Experience with State and Federal permitting processes preferred

Effective communication skills and technical writing skills required

GPS and GIS or AutoCad experience preferred

Strong Microsoft Office skills including MS Word, Outlook, and advanced functions of Excel

Identify and leverage linkages between agency research and development and program management and delivery.

Develop annual and long-term management programs with managers, supervisors, colleagues, Federal, State local officials and non-government organizations.

Provide leadership in planning, scheduling, coordinating, reviewing, and reporting on an ecosystem-based resource management program.

Knowledge of natural resource management and maintenance principles.

Knowledge of the principles of natural science as related to natural resources management.

One to two years related work experience in a Natural Resources field

Pesticide Applicators License (minimum of Core and Category 6) and Prescribed Burn Certifications: S190, S130 and L180 or ability to obtain.

Knowledge of building maintenance principles.

Knowledge of the planting, care, and maintenance of a variety of plants.

Must be a US Citizen, US National, or Lawful Permanent Resident Alien of the US

Must pass a criminal history check

High school degree, GED, or willingness to work towards obtaining a GED

Ability and desire to work well with others in a team setting, outdoors and in all weather conditions

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In lieu of specialized experience listed in the Qualifications section,

Reviews technical documents, guidelines, and federal regulations to assist the Program Manager in the development of WYPDES program policies.

Knowledge of surface water quality standards, state WYPDES permitting rules and regulations, and the Clean Water Act.

Skill in interpersonal relations, public speaking, and written and verbal communication.

Skill in decision-making, interpersonal relationships in adversarial situations, conflict resolution, and consensus building.

Ability to manage time effectively and establish priorities in the work schedule.

Ability to use a map and GPS unit to navigate to remote sites throughout the state.
