Job Description

Duties

  • Provide leadership in planning, scheduling, coordinating, reviewing, and reporting on an ecosystem-based resource management program.
  • Identify problem areas and prepare plans, policies, and recommendations to resolve these program issues.
  • Promote studies and the development of data that will help identify high potential program delivery areas and better focus program investments.
  • Maintain liaison with others such as scientists or educators who are experts in related fields to maintain awareness of the latest trends and innovations in the field.
  • Develop annual and long-term management programs with managers, supervisors, colleagues, Federal, State local officials and non-government organizations.
  • Formulate plans, policies and objectives for program area with the immediate manager/supervisor, colleagues, other staffs, other Federal, State, and local officials and non-government organizations.
  • Identify and leverage linkages between agency research and development and program management and delivery.
  • Conduct analysis and apply findings from comprehensive technical reviews of literature in the development of national program guidance, mission guidance, or directives.
  • Responsibilities listed are at the full performance grade level.

Qualifications

Basic Requirement:
GS-0401:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-or- Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.
-or- Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as two or more of the following: Participating in developing plans to overcome significant resource problems related to forest management, range management, fisheries and/or wildlife habitat restoration; and/or Assisting in planning, administering, and evaluating various natural resources and environmental protection programs to ensure proper consideration is given to resource conservation and protection measures; and/or Participating in developing the unit program of work for all aspects or portions of the unit planning program, advising, coordinating, or reviewing the annual operating plans and budgets; and/or Assisting in reviewing or developing standard plans for well-established programs or projects or recommending short-range plans for a component of a forestry resource management program.
-or-
Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled).
-or-
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: Providing leadership in managing, planning, scheduling, coordinating, reviewing, and reporting on a natural resource management program; and/or Participating in strategic planning efforts and directing implementation activities within a natural resource management program area to support and achieve objectives; and/or Preparing and reviewing environmental analysis documents, management plans and other reports for management consideration; and/or Facilitating the development of partnerships, agreements and proposals to meet program and mission objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

These positions are eligible for a remote work arrangement. Remote work employees are expected to work at an approved remote worksite, typically the employee's residence, on a regular and continuing basis.
Remote worksite must be within Regions: Northern Region, R- 1; Rocky Mountain Region, R- 2; Southwest Region, R- 3 and Intermountain Region, R-4.

Remote worksite to be located within Idaho, Montana, North Dakota, Colorado, South Dakota, Iowa, Kansas, Nebraska, New Mexico, Arizona, Nevada, Utah, or Wyoming.
Final determination of the duty station will be made by the selecting official at the time of the job offer. Pay rates vary depending on location, the salary shown is for the Rest of the U.S. See OPM.gov for additional information on pay rates.
