3+ year's experience in a Professional Proposal role

Experienced in highly regulated industries

Five (5) years exempt experience in project/program management, product development, systems design/development or business /financial planning and analysis.

Experience in the use of project management/planning software.

Develops and manages communications and organizational change management materials for strategic programs

Experience in planning major projects including development of project proposals, business cases, schedules and financial justification.

Demonstrated analytical, organizational, and planning skills.

Bonus points for experience within high-growth tech startup.

Strong project management background and familiarity with agile methodologies.

Excellent written and verbal communication skills, with the ability to convey complex information clearly and concisely.

In-depth knowledge of software development principles, technologies, and best practices.

Detail-oriented mindset, with the ability to manage multiple proposals and deadlines simultaneously.

Familiarity with government procurement processes, RFPs, RFQs, and compliance requirements is highly desirable.

Ability to work collaboratively with cross-functional teams and stakeholders to gather information and insights.

Experience with Medicaid Enterprise Systems, including Medicaid Management Information Systems (MMIS)

5+ years of prior project management experience

PMI Project Management Professional certification

Provides direct project management and assistance across multiple projects and clients

Assists and/or leads in the Development and management of project plans to achieve objectives

Identifies, documents, resolves and/or escalates issues to management clearly and timely

6+ years of experience with government proposal management and processes.

Contribute to building, updating, and maintaining MetroStar's content repository (e.g., past performance/project library, technical and management content).

A bachelor’s degree OR 10+ years of equivalent combination of education and experience.

Strong leadership skills including superior communication and collaboration skills, and a demonstrated ability to direct and orchestrate large, multi-contractor team efforts.

You will coordinate the proposal preparation activities, from capturing competitive and unique differentiators to ultimately crafting winning proposals.

Create and prepare proposal annotated templates, compliance matrix, and proposal schedule for assigned bids.

Strong project management skills demonstrated in competitive proposal environment

Proven time management, strong organizational and scheduling skills

Project management and/or APMP certification(s) desired

Previous experience with proposal management software helpful

Prior proposal manager experience a plus

Demonstrated organizational skills with a focus on audience awareness and impactful communications
