Oversees the activities of the purchasing department in procuring materials, equipment and services.

Government contracting experience is required.

Minimum of 5 years of experience in an executive leadership role overseeing a large complex organization

Design, implement, administer, and monitor contracts and purchasing policies, programs, processes, and systems.

Oversee the contracts and procurement functions.

Counsel executives on the implication of acquisition, supply chain, and cybersecurity issues and legislative and regulatory developments.

Represent company to major customers, branches of government, and state regulators.

Experience with coordination and management of external law firm, CROs, and internal staff, i.e., Clinical Operations

Strong organizational skills and ability to handle multiple responsibilities simultaneously while meeting high quality and timeliness standards under pressure.

Manage the process and interfaces between Deciphera, CRO, and External Law Firm Consultants for CTAs, amendments, and other related agreements.

Conducts a quality and consistency check for assigned studies between CTA, budget, and payment requirements.

BS/BA or equivalent years’ experience

Site budget negotiation skills are required.

Knowledge of the components of a Statement of Work including project description, definitions, performance requirements/deliverables, and resolution of non-compliance.

Bachelor's Degree in a Related Field or Equivalent Materials Management Experience Required

Five Years in Healthcare Purchasing/Materials Management Preferred

Leading and mentoring a team

Organize, monitor, control and participate in the activities of the Hospital’s Purchasing program.

Assist in negotiating and maintain accurate contracts to include pricing, terms, and conditions to reduce overall cost to meet quoted costs.

Able to work independently, with good time management skills

Work closely with Finance, Legal and IT on data needs for contracts

Highly detail-oriented with exceptional organizational skills

Possessing a working knowledge of Netsuite and Bill.com is highly desirable

Present budgets to Finance and/or Leadership Team for program approval

Advanced knowledge of Microsoft Excel required.

Excellent verbal and written communication skills, with the ability to be clear and concise.

Ability to prioritize, multi-task and handle multiple responsibilities in a fast-paced environment.

Manage and support the two-person purchasing and contracting team to further their development and ability to prepare contracts independently.

Two (2) years of supervisory and/or lead work experience.

Update of Purchasing and Contracting Rules with the City Attorney, departments, and the Local Contract Review Board (City Council).

Analyze purchasing and contracting policies, processes, and procedures for the purpose of creating measurable efficiencies and customer service.

Provide training and resources to customer departments on the importance of purchasing and contracting rules and teach them Tigard's process.

Compile and analyze purchasing data process.
