Job Description
Introduction
  • The City of Greenacres' Compensation Plan allows for hiring at a maximum rate of up to 15% above the minimum range for the position based on education, experience and valid proof of certification(s) that are obtained through extensive program of study and training over and above the minimum requirements.

Essential Duties & Responsibilities

Position Summary: Administers and updates the City’s Zoning Code, Comprehensive Plan and related land development regulations; reviews development applications, permits and licenses for compliance with City codes and regulations; assists in the management of the Department through planning, organizing and supervising the activities of the Planning and Zoning Section.

  • Assists in the preparation of the Planning, GIS and Engineering Division’s budget.
  • Manages contracts with various consultants.
  • Reviews permit applications for technical compliance with the Zoning Code and Planning, GIS & Engineering Division policies.
  • Appears before the City Council, Planning, Zoning Board of Appeals, and other City boards to present the Planning, GIS & Engineering Divisions review of development applications. Represents the City, as directed, before other agencies on planning related matters.
  • Coordinates engineering permit review by the City’s Consulting Engineers for private development projects.
  • Supervises the preparation of agendas and materials for the Planning and Zoning Board of Adjustments and manages their meetings.
  • Conducts periodic review and update of the Planning, GIS & Engineering Division’s procedures and recommends and implements changes to these procedures as needed.
  • Ensures the efficient and timely processing of development applications.
  • Collects data and conducts analysis for development related reports and studies conducted by the Planning, GIS & Engineering Division.
  • Oversees the regulation and issuance of business tax receipts.
  • Performs other duties as assigned.
  • Coordinates Planning, GIS & Engineering activities with other City departments.
  • Reviews Temporary Use Permits for compliance with City Code and Planning, GIS & Engineering Division policy, and administers their review by other City departments.
  • Performs field inspections of project sites and new and existing civil engineering work, landscaping and signage.
  • Provides professional assistance and administrative support to the Development Review Committee Staff, and the Planning Zoning Board of in preparing and reviewing reports on development petitions.
  • Supervises assigned staff and assigns tasks and projects; monitors and evaluates performance and corrects deficiencies.
  • Conducts Development Review Committee Staff meetings, including the preparation of agendas and collection of review comments.
  • Reviews development applications to ensure compliance with Florida Statutes and ordinances and proper planning practices have been followed.
  • Provides information to the general public on planning, zoning, subdivision, and other development related matters.
  • Assists in the periodic review and update of the City’s Comprehensive Plan, Zoning Code, and other development-related regulations and recommends changes to the regulations as needed.

Knowledge, Skills & Abilities

Knowledge of:

  • Computer software including Microsoft Word, Excel, Power Point, etc.
  • State Statutes and local ordinances, codes, regulations, policies and procedures pertaining to Planning, Zoning and Building.
  • Principles, practices and techniques involved in the development and maintenance of the City Comprehensive Plan and Zoning Code, and land development regulations.
  • Drafting regulations and policies and texts of ordinances.
  • Principles and practices of modern office organization and management, budgeting and funds control, and personnel management.
  • Modern principles, practices, techniques and purposes of City planning.
  • Geographic Information System (GIS), drafting, and graphic presentation techniques.

  • Follow safety rules and regulations of the City and the Department.
  • Interpret and apply complex rules and regulations.

  • Interpret City ordinances and regulations to architects, developers, contractors, engineers and other land planning professionals as well as to the general public.
  • Manage and supervise effectively and foster team building and trust.

Education & Experience

  • Master's degree or completion of advanced level coursework in Planning or related field is desirable and may substitute for one (1) year of experience.
  • Certification in the American Institute of Certified Planners is preferred.
  • Must possess and maintain a valid Florida Driver’s License.
  • Possession of a bachelor’s degree from an accredited college or university in Planning, Public Administration, Landscape Architecture, Architecture, Geography, Cartography or closely related field.
  • Five (5) years progressively responsible experience in long range and current development planning issues at a planning agency, two (2) of which must be in a supervisory capacity or any equivalent combination of training, education and experience to meet the minimum requirements.
