OSDH is seeking a full time Workforce Analyst providing support to the Workforce Division with the Oklahoma State Department of Health. This is a state employee position governed by the Civil Service Rules , in state government located in Oklahoma City, Oklahoma.OSDH offers a comprehensive Benefits packet,including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. Basic Purpose


The Workforce Analyst will contribute to strategic decision-making processes and support the organization's workforce. This key role involves analyzing essential candidate and workforce data, including performance metrics, productivity, and employee engagement, while also focusing on talent development and aligning skills with long-term organizational goals. The Workforce Analyst plays a crucial part in identifying trends, addressing gaps in culture and competencies, forecasting workforce needs, and creating plans to meet them. By building and managing internal data sources, conducting analytics, and utilizing employee feedback tools, this position drives strategic workforce initiatives for OSDH.


Typical Functions


  • Conducting Workforce Data Analysis: Analyze and interpret workforce data, key performance indicators (KPIs), performance metrics, productivity data, and employee engagement insights. Identify trends, patterns, and gaps in culture, employee experience, skills, and competencies.


Forecasting Workforce Needs: Utilize workforce data analysis to forecast future workforce needs based on organizational goals and objectives. Collaborate with stakeholders to identify potential gaps in talent and skills.


Developing Workforce Plans: Develop comprehensive plans to address identified gaps in talent, skills, and competencies. Collaborate with HR and management to implement strategies for talent development, employee growth, and succession planning.


Managing Internal Data Sources: Build, manage, and coordinate internal data sources, including HR information systems (HRIS), to ensure accurate and up-to-date workforce data availability. Ensure data integrity, quality, and confidentiality.


Implementing Workforce Analytics: Utilize workforce analytics tools and methodologies to analyze data, generate insights, prepare reports and develop dashboards. Present findings and recommendations to stakeholders in a clear and concise manner.


Driving Strategic Workforce Initiatives: Utilize workforce data analysis to identify necessary changes and drive strategic initiatives related to workforce planning, talent acquisition, employee engagement, and performance improvement.


Cultivating Talent and Skills: Design and implement talent development programs aligned with organizational goals. Identify training needs, coordinate learning initiatives, and support employee growth and skill enhancement.


Collaborating with Stakeholders: Collaborate with cross-functional teams, HR professionals, and management to gather data, exchange insights, and align workforce strategies with organizational objectives. Provide expertise and guidance in workforce-related matters.


Monitoring and Evaluating Results: Continuously monitor the effectiveness of workforce initiatives and programs. Evaluate outcomes against defined metrics and adjust strategies as needed to ensure desired results.


Staying Current with Workforce Trends: Stay updated with industry trends, best practices, and emerging technologies related to workforce analysis and planning. Continuously enhance knowledge and skills to drive innovation and efficiency in workforce management.


Education and Experience


Bachelor's degree in business or a related area. Candidates with experience in workforce analysis, workforce planning, or data analytics are preferred.


Preferences


  • Statistical Analysis Software: Familiarity with statistical analysis software like SPSS, R, or Python for advanced statistical analysis of workforce data.
  • Microsoft Power App Suite: Proficiency in or initiative to learn Microsoft Power Apps is desirable for the Workforce Analyst position.
  • HR Information Systems (HRIS): Familiarity with HRIS platforms like Workday, Oracle HCM, SAP or other similar systems commonly used for managing employee data, tracking performance, and generating workforce reports.
  • Survey, Feedback, and Listening Tools: Knowledge of survey platforms like Qualtrics or similar tools used for collecting employee feedback, conducting engagement surveys, and measuring employee satisfaction.
  • Data Management Systems: Understanding of data management systems and databases, such as SQL databases, for storing, organizing, and retrieving workforce-related data.
  • Data Analytics Tools: Proficiency in utilizing data analytics tools such as Excel, Tableau, Power BI, or similar platforms for data analysis, visualization, and reporting.
  • Project Management Tools: Proficiency in project management software such as Smartsheet, MS Project, JIRA, Trello, or Asana for planning, organizing, and tracking workforce initiatives and projects.


Knowledge, Skills, Abilities And Competencies


  • Knowledge of workforce analysis principles and tools, as well as project management approaches, tools, and project lifecycle phases.
  • Skilled in scheduling and conducting meetings to present, explain, and discuss strategic and transformation plans with groups of varying familiarity. Regularly communicate progress, measurements, areas of opportunity to staff, and recommend corrective actions while setting deadlines when results are not met.
  • Ability to create and present material clearly and concisely, both orally and in writing.
  • Capable of coordinating, facilitating, and leading groups. This includes groups comprised of personnel from various levels and units, divisions, or agencies for the purpose of discussion and consensus building.
  • Proficient in monitoring and tracking the progress of strategic initiatives, including milestones, activities, and deadlines. Establish timeframes for completing initiatives and identify, resolve, and escalate problems.
