Job Definition

Provides assistance to Water Utility staff and customers. Researches, maintains records, and provides data support for assigned projects and functions within the Water Utility. Provides professional varied technical support for Water Utility staff.

Essential Job Functions

Receives and directs incoming calls and customers/visitors to the appropriate Water Utility staff or department. Assists in responding to customer/employee inquiries regarding the facility or water system concerns.


Provides support on the interpretation of the District’s Water Service Policies and Water Rate Schedules to ensure compliance regarding service provided from one piece of water service equipment. Interprets Water Policies relating to customer service & billing.


Assists walk-in and telephone customers with receipts of payment, water service cost information, preparation of new service applications and other needed information. Directs inquiries to appropriate staff as necessary.


Performs cashier functions including cash receipting of payments made on New Service Applications (NSA) and preparing bank deposits. Assists in the creation of the NSA including, but no limited to, the building of the technical master data into multiple databases/software systems.


In consultation with engineering staff, researches various maps and records in order to advise customers in regard to the availability of water.


Obtains required data from various sources and assists in preparation of Local Utility District (LUD) preliminary and final assessment rolls. Initiates and prepares mailings to LUD customers.


Develops and maintains accurate and complete records and support data for LUDs and various Water Utility programs such as septic tank pumping and water conservation.


Coordinates with field personnel on installation of new water service equipment, construction fill stations (bulk water users), and location or relocation of existing water services and equipment.


Assists in the preparation and distribution of various Water Utility related forms and reports, form design and composition of required correspondence.


Advises District Customer Service and Water Utility staff of emergency and non-emergency main breaks; including reason for and location of outage, number of customers affected and expected repair time line.


Works with Water staff to ensure accurate information regarding any water services are reflected in GIS as well as within customer account records.


Initiates service orders or work orders as required. Gathers and tracks statistical information as it relates to work performed.


Reconciles District credit card transactions for the Water Utility.

Minimum Qualifications

Knowledge of:
  • Customer service policies and procedures.
  • Computers and PC related software (word processing, spreadsheets, database, etc.).
  • Conflict resolution, negotiations and problem solving.
  • Customer service systems.
  • Business concepts/theories/practices.
  • Research and analysis techniques.
Ability to:
  • Exercise good judgment and discretion in handling sensitive matters.
  • Maintain accurate record systems.
  • Work effectively as a team member with both field and office employees.
  • Interpret and analyze statistical data and develop reports for management.
  • Coordinate a variety of tasks and assignments simultaneously.
  • Use advanced word processing, spreadsheet and database software and adapt to updated software.
  • Perform statistical computations.
  • Communicate, both orally and in writing, and work effectively with customers, employees and outside agencies.

Experience/Education

  • Associates Degree OR the equivalent combination of directly related education and business office experience.

License/Certification

  • Valid Washington State Driver License.

  • Duties are performed primarily in an office environment.
  • Occasionally, field work may require incumbent to travel to job site where they may be exposed to varying weather conditions and uneven terrain.
