Job Description
Definition

DEFINITION:
Under direct supervision of Operations Supervisor, Water Superintendent, or higher-level Water Treatment Plant Operators, performs operational work and maintenance at the Water Treatment Plant and performs related work as required.

DISTINGUISHING CHARACTERISTICS:
This position is an entry level class in the City's Water Plant Operator series. Incumbents of this class are expected to perform the full range of water plant operation duties within the limits of their certification and experience. Employees in this classification are expected to assume additional duties over time as they gain experience within the water plant.

This classification is distinguished from the journey and senior level operator classes by the level of supervision received; incumbents in this class remain under direct supervision and may work independently under the requirements for reduced operator certification.

Incumbents are required to advance to the Water Treatment Plant Operator Class (journey level) and may flex to that class without further competition. Advancement to the Water Treatment Plant Operator class level is based on the attainment of the State of California Grade T-3 certificate, demonstrated proficiency in performing the assigned functions, and is at the discretion of the management staff as outlined in the applicable labor agreement.


Representative Duties

REPRESENTATIVE DUTIES:
This section contains a list of duties that are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth to address business needs and changing business practices.

Essential:
  • Maintains maintenance and operational records
  • Makes minor repairs and adjustments to machinery, equipment, pipes, and other materials pertinent to the operation of the plant
  • Does general maintenance of plant, including, but not limited to, painting, general custodial work, upkeep of equipment, etc.
  • Regulates flow of water through water system
  • Operates water treatment equipment and machinery, including pumps, filters, chemical feeders
  • Cleans inside and outside of buildings
  • Adds specified amounts of chemicals to water system
  • Unloads and stores chemicals properly
  • Monitors water quality by sampling, preparing, and performing standardized laboratory analysis, using required testing protocols, tools, and equipment in the laboratory and at various stages in the treatment process
Marginal:
  • May assist in the inspection, repair and installation of water meters, parking meters, and backflow prevention devices as needed.
SUPERVISION RECEIVED AND EXERCISED:
Employees in this classification report to the Water Operations Supervisor but may also take direction from higher level Water Treatment Plant Operators.

FLSA DESIGNATION: Non- Exempt

Qualifications/Education/Experience

EDUCATION/EXPERIENCE:

Minimum: High school diploma or possession of GED Certificate. Possession of a State of California Grade T2 certificate.

QUALIFICATIONS (Desired):

Knowledge of: basic methods and techniques of water treatment plant operations; operation, maintenance and servicing of pumps and other plant equipment and machinery; basic laboratory techniques to make standardized tests.

Ability to: perform standardized laboratory tests; make repairs and/or adjustments to water treatment equipment; keep records and prepare reports; read and interpret gauges and recording devices used in the water treatment plant; lift sacks of chemicals; read and follow written and oral instructions; to work effectively with others.

Probationary period: This position has a twenty-four (24) month probationary period during which time the State of California Grade T3 Certificate exam must be passed.

OTHER REQUIREMENTS:
Possess a valid California driver's license with a satisfactory driving record; ability to pass a pre-employment physical examination, including drug screen, and a background check through Livescan.

SELECTION PROCESS:
A select number of the most experienced and best qualified applicants will be invited to participate in an oral interview (weighted at 100%).

CURRENT BENEFITS

Retirement: California Public Employees' Retirement System (PERS) and Social Security.

  • Classic Members – Retirement formula of 2% at age 60 with a 3 year final compensation period. Effective January 1, 2020, Classic Members contribute 7% toward retirement.
  • New Members – Under the new pension reform law, Public Employees' Pension Reform Act (PEPRA), effective 1/1/13 those defined as New Members of PERS are eligible for the 2% at age 62 retirement formula with a 3 year final compensation period. New Members are required to contribute towards pension; effective July 1, 2023 the contribution rate is 7.75%.
Deferred Comp: The City makes available a 457 deferred compensation plan (ICMA) for employee contribution.

Vacation: Twelve working days vacation for the first four years of service. Maximum 25 days annually after 20 years of service.

Holidays: Thirteen and one-half days per year and nine days of floating holiday time.

Sick Leave: Accrued indefinitely at the rate of one day per month. PERS service credit for unused sick upon service retirement.

Longevity: 2% at fifteen (15) years of service.

Bilingual Pay: $150 for one language and $250 for two or more languages.

Health Insurance: The City offers Kaiser and Blue Cross PPO. Effective 1/1/23, the City contributes $816.28 for employee, $1,636.63 for employee +1, and $2,161.71 for family coverage with the employee contributing a portion of the monthly premium. Please see the MOU for complete details.

Dental Insurance: The City pays 100% of the premium for dental coverage for the employee and dependents. Dental plan includes orthodontic coverage.

Vision Insurance: The City pays 100% of the premium for vision coverage for the employee and dependents.

Life/Disability: The City pays the premium for life and disability insurance for the employee only. Life insurance benefit is 2x annual salary up to $200,000. Voluntary, supplemental plan available for additional life insurance.

Health Club Reimbursement: The City pays up to $50.00 a month for health club membership.

Training/Education Expense Reimbursement: The City pays up to $1000 per fiscal year. See MOU for details.

Education Pay: The City pays $150/mo for AA/AS degree and $200 for BA/BS degree for degrees not required as minimum qualifications for the position.

Uniform/Safety Shoes Allowances: $600 for uniform, up to $300 for safety shoes reimbursement annually for eligible positions as outlined in the MOU.

Water Distribution - 2.5% for D-2 or 5% for D-3

Lab Director Assignment 7% for eligible employees while serving in the assignment

Flexible Staffing: Water Treatment Plant Operators positions are flexibly staffed and flexing can occur within the guidelines as outlined in the MOU.

Shift Differential - WTP Operators: $10/shift for 2nd shift or $12/shift for 3rd shift, .25/hr for overtime
