Job Description
Description

Assists certified operators in the operation of the water treatment plant and to gain work experience and training to become a certified operator. Learns the treatment process and observes the methods intended to comply with state and federal regulations. Calibrates chemical feed pumps, both in the water plant and at booster pumping stations. Performs groundskeeping and other duties related to upkeep of the various facilities.

The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.
  • Assists with minor instrumentation functions at different facilities by resetting PLC’s and learning different methods of controlling chemical feed systems in the case of power outages.
  • Handles water treatment chemicals, and office and janitorial supplies by receiving them from the supplier and moving them to the appropriate point of application.
  • Assists with hourly water quality checks of raw water and applied water; collects samples from the distribution system for bacteriological analyses; conducting simple lab analyses for several parameters and recording results; monitoring chlorine residuals in the water distribution system and setting dosages of chlorine feeders in booster pumping stations; and overseeing the day to day operation of the Goodyear industrial water plant.
  • Applies math to principles pertinent to both plant and hypothetical conditions.
  • Performs routine maintenance of buildings and grounds by mowing, removing brush, sweeping and mopping.
  • Participates in training classes (some self-directed) to acquire and maintain required state licenses.

ADDITIONAL DUTIES
  • Performs additional duties as assigned.

Education and Experience
High School Diploma or GED; basic computer knowledge and Microsoft software experience. No job experience required.

An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above

Certifications/Licenses
  • Valid Driver’s License with acceptable driving record according to City Criteria
  • Waterworks Operator Class III (obtain within 2 years of employment date)

Job Knowledge
No knowledge of specific work. Ability to learn and general knowledge of having a job such as timeliness and receiving directions.

Reading
Intermediate: Ability to read papers, periodicals, journals, manuals, dictionaries, and thesauruses.

Writing
Intermediate: Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

Math
Intermediate: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.

Communication Skills
Requires providing basic information to others outside direct reporting relationships on procedures or general policies. Contact may require the consideration of different points of view to reach understanding and gain cooperation and acceptance of ideas.

Independence and Decision-Making
Normally performs the duty assignment after receiving detailed instructions as to methods, procedures, and desired end results with little room for deviation. The immediate supervisor may, at times, provide close and constant review.

Technical Skills
Work requires the use of standard technical skills appropriate to the work environment of the organization.

Fiscal Responsibilities

No responsibility for direction or supervision of others.

PHYSICAL DEMANDS
  • Frequent standing, walking, lifting, carrying, handing, fine dexterity, kneeling, crouching, twisting, and climbing.
  • Occasional sitting, pushing/pulling, reaching, crawling, bending, and balancing.
  • Work requires medium physical effort, exerting 20-50 lbs. occasionally, 10-25 lbs. frequently, or up to 10 lbs. constantly.
  • Adequate vision, hearing and talking to drive, use computer, and communicate effectively with others.

NON-PHYSICAL DEMANDS
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • May occasionally experience frequent change of tasks, irregular work schedule/overtime, and noisy/distracting environment, and be required to problem solve complaints or problems.
  • May rarely experience emergency situations.
  • May frequently experience time pressure, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work.
  • Regular and predictable attendance is expected.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE
Typically requires use of standard office equipment, including computer and related hardware and software, and any other equipment as appropriate or required.

WORK ENVIRONMENT
The work is typically performed at the water plant office, lab, maintenance shop, and distribution system, where there is daily exposure to respiratory and physical hazards, and noise and vibration. There is frequent exposure to chemical hazards, and occasional exposure to wetness/humidity and mechanical hazards. There is seasonal exposure to extreme temperatures, and rare exposure to electrical hazards and communicable diseases.

The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, safety glasses, etc.); and any other equipment as apparent or assigned.
