Job Description
General Description of Duties

Under general direction, the purpose of the position is to assist in the technical, administrative and reporting duties related to the National Pollutant Discharge Elimination System permit and National Flood Insurance Program. This includes outreach to the general public, local and federal agencies, and industry stakeholder groups. Educational outreach components range from school presentations on pollution control to instructor responsibilities for professional development workshops. This position will assist in coordinating and integrating all activities toward achievement of established goals and objectives of the County's Water Resources Program.

Essential Job Functions

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class.   • Coordinates educational opportunities for Osceola County staff articulated in the Phase II MS4 Stormwater Management Program.
  • Assists and coordinates educational outreach requirements for permitting and compliance of programs.
  • Assists in the preparation and presentation of educational programs, events, printed materials, web-site information, maps and public outreach programs for Water Resources.
  • Assists the Floodplain Manager with Community Rating System activities such as repetitive loss, hazard disclosure, flood protection information, and floodplain management planning.
  • Assists in developing teaching materials, classroom activities and participates in various public education events; assists in waterway clean up and public awareness events.
  • Tracks County Best Management Practices articulated in the Phase II MS4 Stormwater Management Program and prepares reports for the NPDES permit.
  • Conducts quarterly inspections, provides reports and coordinates work orders for all county owned boat ramps.
  • Coordinates and maintains connectivity with groups including but not limited to government, homeowners and non-profits.
  • Assists and cooperates with FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), Insurance Service Office audits and reports, Community Rating System (CRS) Program reviews, and other floodplain management program actions for coordination.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
  • Assists the Floodplain Manager in conducting educational outreach events as it pertains to the National Flood Insurance Program and the Community Rating System.
  • Assists the Floodplain Manager in tracking components to be included in the Insurance Service Office reports.
  • Works with the Local Mitigation Strategy Group.
  • Conducts education and outreach events involving the general public as it pertains to the NPDES permit.
  • Assists and coordinates written documentation for reports for permit compliance.
  • Participates in local Florida Stormwater, Erosion and Sedimentation Control Inspector Training and Certification Control Inspector Training and Certification workshops.

Minimum Qualifications

Education: Bachelor's Degree in Environmental Studies, Biology, Ecology, Natural Science, Natural Resource Management supplemented by three (3) years' experience in environmental sciences, environmental engineering or related field; or an equivalent combination of education, certification, training and/or experience.
Certifications/Training:
Required to have the following certifications/training or be able to obtain within six (6) months of employment:
  • National Flood Insurance Program (NFIP)
  • Florida Stormwater, Erosion and Sedimentation Control Inspector Certification
  • Certified Floodplain Manager (CFM)
Miscellaneous: Must possess and maintain a valid Florida Driver's License.

Knowledge, Skills and Abilities


  • Ability to read and interpret zoning maps, blueprints, tax maps and plat books of subdivided lands.
  • Ability to establish and maintain effective working relationships and communications with co-workers, business and community interest groups, and the general public.
  • Knowledge of NPDES, floodplain and stormwater management concepts.
  • Ability to read, update and maintain various records and files; knowledge of administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing.
  • Manipulative skills and hand-eye coordination are required in the operation of vehicles.
  • Skill in using good judgment, discretion and confidentiality in the performance of duties.
  • Ability to access, operate and maintain various software applications.
  • Ability to effectively communicate both verbally and in writing; ability to speak effectively before public groups and respond to questions.
  • Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
  • Ability to prepare correspondence, summaries and reports in a clear and concise manner; knowledge of business English, e.g., correspondence formats, spelling, punctuation and grammar.
  • Ability to work independently in an office and field environment.
  • Skill in performing routine mathematical computations and tabulations accurately and efficiently.
  • Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
PHYSICAL DEMAND REQUIREMENTS:

Physical Demand: Light
  • Good eye sight for production or safety of self and others.
  • 20 pounds maximum lifting
  • If mostly sitting is involved will require push/pull on arm or leg controls
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Required to have clear vision at distances of 20 inches or less.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 pounds.
  • If less lifting involved will require significant walking/standing
