Job Description

ABOUT THE GBC

The Greater Baltimore Committee (GBC) is the leading voice for the private sector in the Baltimore region on equitable economic growth and civic issues. With the merger of the GBC and the Economic Alliance of Greater Baltimore, the organization is advancing a vibrant, future-ready Greater Baltimore region. The GBC Team—composed of experts in public policy, research, economic development, and communications— supports more than 500 members to align the region’s resources to equitably increase opportunity and deliver a thriving economic environment for the region’s diverse communities.


KEY RESPONSIBILITIES

The Vice President, Policy & Research will work closely with GBC staff to:

  • Participate in events/forums related to policy & research.
  • Develop local, state and/or federal priority recommendations and documentation, and lead the development of legislative request support materials, economic impact/development information and other materials in support of the GBC’s agenda.
  • Participate in a variety of other activities and duties as assigned.
  • Provide internal views on policy and peer and aspirational markets and industry.
  • Proactively engage and advocate with elected officials, partners, and stakeholders to advance GBC’s agenda.
  • Shape and publish public policy, data-driven research, and bold strategies to support the region’s vitality and economic growth.
  • Educate GBC members with research on key priorities and advocate for legislative action around priority issues such public safety, transportation, business climate and economic development.
  • Partner with the Communications team to create and deliver policy & research content to GBC membership and stakeholders - examples include web articles, presentations, and multimedia segments.
  • Stay informed and educated on federal, state and local issues and opportunities, and provide insight and valuable knowledge to the President & CEO.
  • Work with GBC’s partner lobbying firm(s) on assessing policy issues and implementing strategy.
  • Engage with elected and appointed officials and their staff to share GBC’s position on specific policy issues, including providing testimony at legislative hearings.


Qualifications

  • Five or more years relevant experience in public policy, government relations, economic development research or analysis.
  • Skilled in problem solving and developing public policy positions.
  • Effective written and verbal communications skills.
  • Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to research legislative/policy history and to analyze pending or enacted legislation/policy.
  • Desire and ability to lead and work with cognitively diverse teams to produce high-quality, results-oriented work products.
  • Strong organizational skills.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Knowledge of local, state and/or federal government legislative processes.
  • Ability to use independent judgment and to impart information to a range of internal and external organizations and constituencies.


Compensation & Benefits
