Job Description
THE OPPORTUNITY
Amid significant growth in service need and program delivery, our client, one of Greater Houston’s leading nonprofit organizations seeks the right leader for their newly created Vice President of Program Quality & Compliance role to help the organization deliver outstanding service across its programs as well as ensure efficient processes are in place for compliance and reporting related to government and United Way funding. The Vice President will create and manage cross-functional compliance workgroups to ensure a high level of programmatic and fiscal compliance across the agency while maintaining real-time knowledge of and ensuring fidelity to all applicable contractual guidelines and federal, state, and local regulatory requirements.
While regulatory compliance is a key part of this role, our client is not seeking a “compliance cop”. Rather, the ideal person for this role will establish the VP of Program Quality & Compliance as a true strategic partner to the Chief Programs Officer and individual program leadership to ensure the tools, processes and reporting are in place to not only comply with governmental and funding requirements, but to facilitate the organization in its ability to effectively and efficiently deliver world-class programs and provide outstanding service to those they serve. This role will be based in our clients’ Midtown Houston-located office, and reports to the Chief Programs Officer while working closely with the Chief Financial Officer

IM provides four areas of service to the greater Houston community including: Meals on Wheels, Refugee Services, Interfaith Relations and Community Partnerships, and Volunteerism & Civic Service. Each of these programs serve different communities but all are based on our shared beliefs and aspirations of building a more respectful, connected, and caring society.

RESPONSIBILITIES Program Design and ImplementationDevelop an integrated Continuous Quality Improvement and compliance framework which encompasses all IM programs/departments and addresses three primary issues: regulatory/contractual compliance, quality assurance and quality improvement.Implement the recommended compliance framework, track key deliverables, and perform regular monitoring of the framework’s effectiveness.Periodically revise the compliance program considering changes in IM’s processes, services, client populations and/or strategies, and changes in contractual obligations or federal, state, and local laws impacting IM’s programs.Work with the Executive Leadership Team and program leadership to develop and maintain an effective Continuous Quality Improvement and compliance training program, including appropriate introductory training for new employees as well as ongoing training for employees and managers.Research and recommend best practices around risk management and internal controls. Serve as a compliance Subject Matter Expert resource for IM staff.Independently investigate and propose corrective action on matters related to compliance, including internal and external investigations of IM functional areas, vendors, and independent contractors.Lead the process of annual contract negotiation including budgeting and application for Meals on Wheels and Refugee Services.Work with Human Resources to develop and maintain policies and procedures to prevent illegal, unethical, or improper conduct as it relates to IM’s programs. Assist in investigating issues related to IM’s whistleblower policy or other ethics/professional conduct policies.
Cross-Functional Support Partner with program leadership to develop compliance workgroups and to maintain compliance policies and procedures specific to each program.Lead annual and periodic procurement processes to ensure timely completion and sufficient documentation.Coordinate internal compliance review and monitoring activities, including periodic reviews of each program/department. Provide the appropriate level of staff refresher training to increase overall compliance.Conduct periodic program file audits to ensure that all grant/contract requirements are met. Provide specific constructive feedback to the relevant team.Develop and maintain a central source and calendar of contract information, including key requirements, reporting deadlines and action items.Lead IM’s Compliance Cabinet and track corrective actions and resolution of outstanding issues.Develop and lead IM’s Continuous Quality Improvement Committee.Support the application and renewal of government and United Way grants/RFPs, including advising on compliance implications of potential new funding streams.Conduct periodic risk assessments and identify potential areas of compliance vulnerability or excessive risk.Create and deliver staff trainings related to ethics, conflicts of interest, and other areas of compliance risk.Serve as a key point of contact for responding to fiscal/single audit requests and programmatic monitoring requests.Embody IM’s Core Values and People First principles. Support a culture of respect and mutual accountability.Special projects as assigned.
Compliance ReportingPrepare and present quarterly (at minimum) reports to the Executive Leadership Team detailing compliance initiatives, monitoring results, and recommended improvements/changes to the compliance program.Guide the development of specific program performance metrics and standardization of monthly data and analysis reporting regarding program performance.Coordinate financial/billing and reporting activities related to government and United Way funding, ensuring the accuracy and timeliness of information provided.Advise on how data and reporting activities can be adapted to better support Continuous Quality Improvement goals.
