Job Description
DUTIES/RESPONSIBILITIES:
The Vice President, Assessment and Mental Health ShelterServices reports to the Chief Operating Officer and is an active member of the senior program services management team. This position will oversee city funded and state certified assessment and mental health shelter programs. The Vice President for Assessment and Mental Health Shelter Services is a member of a variety standing groups including the agency incident review committee. The individual in this position provides data-driven program oversight and management that is person-centered, recovery-oriented within the framework of evidenced-based, agency adopted best practice models. The individual in this position must be committed to agency efforts to improve diversity, equity, and inclusion. This individual must be a creative problem-solver, cooperative and communicative team member internally - with a particular emphasis on outreach services - and with external regulatory and funding agencies, as well as other groups. The Vice President must be extremely knowledgeable regarding current and future advances in the homeless services and behavioral healthcare field. This individual must embrace the mission and values of BRC and provide a compassionate approach to services for homeless, mentally ill, chemical addicted and medically fragile individuals.
This newly created program portfolio is currently comprised of one assessment and three mental health shelters. Additionally, this portfolio is slated for significant growth in the future. Therefore, the individual in this position must be growth oriented, hands-on in planning and launching new program locations, as well developing and coaching both current and future program management staff.
This position directly oversees day-to-day operations and supervises program directors within the portfolio; ensures compliance with applicable licensure, funding, regulatory and internal agency requirements; develops, with other senior managers, program performance goals, outcome expectations and budget parameters; develops, recommends and implements plans for service enhancement and expansion as approved; ensures rights and safety of persons is maintained; performs other related duties as requested; responds to a wide-range of issues on a 24-hour, on-call basis.
Minimum Qualifications: Proven record of outstanding management and clinical supervisory experience is required. Must possess effective communication skills, the ability to creatively problem solve and to improve outcomes through the agency performance management method, develop mission and person-centered, ethically responsible individuals and teams, and an unwavering commitment to improve equity and diversity in all facets of work. Must have a strong understanding of NYC DHS and NYS OTDA requirements and regulations.
Graduate degree in social work, public administration, public health or related field is desirable. A proven, documented track record of successfully overseeing and expanding related services in a supervisor and management level position of at least eight years can be considered as a substitution for academic credentials.
