GENERAL DESCRIPTION OF DUTIES:
Under general supervision, the purpose of the position is to locate and mark underground water lines for the City. Such water lines include reused water lines, force mains, sewer mains and laterals, raw water lines, and potable lines. Position utilizes both electrical and manual location techniques. Performs other work as requested.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Identifies utilities within construction areas by approved methods, i.e., physical locations, digging, probing, excavation.
- Utilizes a variety of standard and specialized tools and equipment in performing duties, i.e., pick axes, shovels, wrenches, metal detectors, probing rods, measuring wheels, painting guns.
- Prevents contractors from digging until utility locations are completed.
- Schedules leak detection analysis of the water distribution system and programs.
- Maintains daily records/log sheets on work descriptions, vehicle inspection, and hourly duties.
- Reviews various plans and specifications in performing duties.
- Installs and tests water meters and boxes, both above and below ground.
- Locates water mains, fire lines, meters, hydrants, and sewer mains and laterals.
- Locates and marks water, wastewater, and reused utility lines.
- Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.
- Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria. Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives.
- Functional Reasoning: Requires ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
- Human Interaction: Requires the ability to exchange information for the purpose of obtaining information or clarifying details. Performs such within well established policies, procedures and standards.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate decimals and percentages.
- Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, design, and advisory data and information.
MINIMUM TRAINING AND EXPERIENCE:
- Possession of a valid Florida driver license, class "B" and possession and maintenance of a driving record which meets or exceeds minimum City driving standards.
- High school diploma or GED
- Supplemented by minimum three (3) years progressively skilled water/wastewater utilities experience that provides thorough knowledge of and the ability to differentiate between the various types of utility system pipe lines, and the ability to read and interpret plans, blueprints, and geographic mapping data
- Or an equivalent combination of education, training, and experience.

Physical Ability: Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination.
Environmental Factors: Tasks risk exposure to all types of weather conditions, as all duties are performed outdoors. Tasks may risk exposure to electrical currents, noise extremes, smoke, and disease.
