About DCP
DCP has an expansive work program focused on the creation and strengthening of great neighborhoods, affordable housing, vibrant commercial and institutional centers, while promoting strategic growth, transit-oriented development, sustainable communities, and high-quality open spaces. Our aim is to enhance quality of life in the city, in part by initiating comprehensive, consensus-based planning and zoning changes for individual neighborhoods and business districts, as well as establishing policies and zoning regulations applicable citywide.
About the role:
As a DCP Planning and Urban Design Fellows you’ll be exposed to New York City government and policies and gain professional work experience as you help to inform strategic land use and capital planning decisions related to housing, zoning, urban design, community facilities, transportation, demography, and waterfront/public/open space. During the two-year program, Planning and Design Fellows will have the opportunity to experience work within two areas of the agency. To provide our Fellow with a broad understanding of City’s efforts to strengthen New York City’s neighborhoods, eighteen months of the two-year fellowship will be focused on housing and neighborhood development work including but not limited to reviewing Land Use applications. They will learn the details and nuances of land use review in New York City and see projects both large and small go through the process. Fellows will also dedicate six months to focus on Urban Design projects or to dive deeper into Planning related analytical studies.
Job Responsibilities:
Rotating assignments may include, but not be limited to:
  • Participating in meetings and/or conferences, building relationships with leaders in government, business, nonprofit organizations and academia;
  • Meeting with Applicants, consultant, community groups, and agency to present the objective, techniques, and implications of planning proposals and to evaluate and revolve planning and technical issues;
  • Supporting Technical planning, neighborhood/community planning and strategic Citywide planning projects;
  • Preparing diagrams, drawing, and graphics to support studies or the agency’s position;
  • Using project management tools and processes to ensure assignments and projects are timely, accurate and meeting expectations
  • Review, analyze and make urban design related recommendations on applications and projects submitted to the Department subject to the City’s Uniform Land Use Review Procedure (ULURP), the City Environmental Quality Review (CEQR) and other administrative procedures
  • Organizing and conducting planning studies;
  • Reviewing housing, transportation, environmental, land use and other planning proposals to ensure compliance with government regulation and policies;
  • Support zoning, land use and urban design studies, research data, analyze conditions, prepare technical and illustrative drawings, digital models and presentation materials, and reports for land use policy proposals
  • Engaging in research investigations, studies, or examinations related to the assessment of the physical design implications of the City’s major geographic features, transportation network, land use patterns and neighborhood structures;

Minimum Qual Requirements

Fellowship Program
The Department of City Planning (DCP) is excited to announce our 2023-2025 Urban Planning and Design Fellowship Program! We aim to recruit recent graduates (Spring 2022 through Spring 2023) of Urban Studies, Urban Planning, Architecture, and Urban Design undergraduate and graduate programs to join our agency.
While working alongside industry leaders, Fellows will participate in collaborative, interactive training and professional development courses. Fellows will also receive peer guidance and mentoring for the duration of the program, including lectures offered by DCP and sister agency staff as well as external subject matter experts. The two-year Fellowship program will be an exciting opportunity for Fellows to work on exciting planning and urban design projects, research studies and analysis as well as participate in community board meetings and site visits. Fellows will also receive guidance on the civil service process and be encouraged to take multiple civil service exams to help secure permanent full-time positions upon the completion of the two-year Fellowship.
