Job Description

Duties

As a Transportation Specialist, you will:

  • Assist in developing quality responses to questions and inquiries from motor carriers, their representatives, and the general public regarding carrier registration functions and motor carrier operating authority.
  • Receive inquiries from motor carriers, freight forwarders, intermodal equipment providers, brokers, cargo tank facilities, insurance companies, financial institutions, members of the public, DOT Headquarters, and counterparts in state field offices on a wide range of technical issues regarding the status of for-hire motor carriers. Explains technical regulatory and procedural requirements for licensing approval, insurance, registration, enforcement concerns, and other carrier issues. Interfaces with state field offices to coordinate technical and administrative services, as well as to resolve complex technical problems.
  • Review, analyze, and process applications for safety registration, operating authority and requests for name changes, reinstatements and address changes filed by existing entities or their representatives.
  • Verify and reconciles information in hard copy and database files, corrects problems or errors, or recommends corrections to database. Advises the requesting party of resolution.
  • Provide full range of advisory services on proper steps to take to resolve discrepancies, difficult problems and miscommunications between parties. Interviews customers to draw out and organize facts and to explore alternatives to solve the problem.
  • Communicate orally and in writing to obtain and transfer information in response to requests from supervisors, transportation specialists, customers and other agencies.

The ideal candidate is a mid-career transportation professional capable of providing effective customer service support to motor carriers, brokers, freight forwarders, cargo tank facilities and inter-modal equipment providers and members of the general public regarding aspects of commercial motor carrier registration, licensing functions, and motor carrier operating authority. Applicants must possess effective oral and written skills, researching skills, and be capable of paying attention to details involved in the reviewing, analyzing, and processing of applications. Applicants should be comfortable representing the agency to state and local officials and the general public.

  • PROBATIONARY PERIOD: Varies by position and is determined by the hiring agency. If selected, a one-year or two-year probationary period may be required.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-07 on Experience, you must have at least one year of experience equal or equivalent to the GS-05 it must include:

  • Experience conducting research, fact-finding and problem-solving techniques.
To qualify for the GS-07 on Education alone, you must have at least 1 year of graduate-level education OR superior academic achievement.
  • 1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • **Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  • 2. Grade-point average (G.P.A.) - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

You can also qualify based on a combination of graduate level education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
  • Experience with the Federal Motor Carrier Safety Regulations, particularly with aspects of motor carrier registration and licensing functions, including motor carrier operating authority, associated with application review and processing.

To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience interpreting and applying FMCSA rules and regulations governing the insurance, registration, and licensing process and related enforcement and compliance policies and practices, to the motor carrier, freight forwarder and broker industries.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience developing, establishing and explaining procedures, techniques and methods concerned with continuous surveillance of a high volume of documents containing varying technical data, maintenance and monitoring of both manual and electronic databases.

You cannot qualify on education at the GS-12 level; you must have experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

REMOTE WORK: This position may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. If selected as a remote work position, must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United State and sign a remote work agreement. The difference in salary is determined by the locality pay in each location.
