Salary Range: $76,700 - $103,600 Annually


Hiring Range: $76,700 - $90,200 Annually


Job Summary


Responsible for the day-to-day traffic operations for the traveling public within the city. Including but not limited to the management of activities and performance measures within the Traffic Management Center (TMC). Supports the Deputy Superintendent in developing, managing, implementing, budgeting, and completing programs and projects related to the management of safe and reliable daily traffic operations.


Experience, Knowledge, Skills


  • Degree, diploma, or certification with time requirements of GREATER than two years but less than four years (three-year certification program).


OR,


  • Knowledge of temporary traffic control standards contained in the FHWA's Manual of Uniform Traffic Control Devices as it relates to signs and markings and engineering policies and procedures related to signal operation and timing is beneficial.
  • IMSA Level II Certification in Traffic Signals, Traffic Signs and Markings and Transportation Center Systems or ability to obtain within 6 months.
  • Expected to solve a variety of problems in situations where there are substantially diversified procedures, specialized standards, and only limited standardization. Changing priorities or differing situations require the incumbent to consider which among many procedures should be followed in what sequence to achieve the required job results. Requires reasoning to produce a practical course of action within the established process. Choices fall within the range of specified, acceptable standards, alternatives, and technical practices.
  • Knowledge of financial issues, such as budgeting, sales and use tax.
  • Ability to effectively manage/resolve conflicts, utilizing various problem-solving techniques.
  • May undertake signal timing and other operational projects.
  • Ability to operate all Division equipment as needed.
  • Daily operation of a computer with standard software applications, i.e., Microsoft Word, Excel, Outlook, internet, and industry specific programs such as City Works, Oracle, ITS software, and hardware.
  • Excellent communication skills, both verbally and written.
  • Traffic Incident Management (TIMs) certification or ability to obtain within 6 months.
  • Ability to deal with stressful working conditions and situations and handle political issues with tact and professionalism.
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
  • Extended in-depth knowledge of municipal, county and state engineering and public works standards, practices, and materials.
  • Experience with capital project construction management.
  • Directs various departmental efforts and supports divisional and City endeavors in providing a safe and efficient transportation system.
  • Manages special projects involving unique and complex engineering problems that require extensive coordination and balancing of needs and interests.
  • Knowledge of current management practices.
  • Experience with complicated practices and procedures. This position requires the knowledge and experience with operations, planning, budgeting of infrastructure and maintenance activities.
  • Well versed in Emergency Response and associated FEMA certifications to ensure preparedness for proper response for associated weather events and other unrelated emergencies.
  • Provides staffing of City’s Traffic Management Center.
  • Ability to manage multiple priorities and meet established deadlines and exercising independent judgment to complete an assignment.
  • Ability to read and interpret blueprints and drawings and evaluate construction methods and materials.
  • Authority to recommend changes to policy and ability to establish procedures impacting the work group.
  • Ability to conduct highly effective meetings.
  • Knowledge in ITS and other IT networking practices is required to fulfill the job duties of this position is beneficial.
  • Ability to provide clear and effective verbal, written and graphic communication, addressing a wide audience on complicated traffic issues.
  • Coordinates work activities of the Traffic Operations department with other City departments or divisions as needed.
  • Ability to research and develop new policies and standards.
  • Experience working with and/or in emergency operations and/ or public safety operations is beneficial but not required.
  • Skilled in work order management systems and ITS systems to facilitate teams’ ability to meet identified performance measures is beneficial.


Essential Functions Include But Are Not Limited To


  • The ability to directly supervises 2-3 team members. Responsible for all related Human Resource decisions and related performance measures for the above outlined staff, including but not limited to training, development, safety, and compliance.
  • In support of asset management best practices, position supports the maintenance and inspection activities that meet identified performance and regulatory measure for all traffic related infrastructure (signals, signs, markings, ITS, streetlights, etc.).
  • Communicates frequently with direct reports, ensuring clear goals and objectives are outlined daily, weekly, and monthly to ensure divisions goals, objectives and performance measures are met. Must be able to communicate sometimes complex issues to residents in a relatable and understandable fashion.
  • Represents division, department, and city during meetings with both internal and external customers.
  • Ensures internal and external customers experience a high-level customer service through all interactions with the division.
  • Strong ability to assess alternatives in terms of their financial, revenue, social, environmental, and strategic advantages and disadvantages and propose solutions.
  • Supports the Deputy Superintendent in the divisions budget development and administration, with direct responsibility for traffic operations (i.e., traffic control permitting review & field Inspection, TMC, traffic safety analysis data collection).
  • Monitors, analyzes, and reports on traffic safety; implements and/or coordinates with others on safety improvements.
  • Responsible for management of all TMC specific policies, standards, and procedures. Ensuring policies and procedures a re kept current and in alignment with industry best practices and ITS to facilitate the highest level of standards and efficiency.
  • Strong learning orientation. Leverages all resources and is creative in ways of learning for self to continue adapting to changing issues and trends.
  • May direct gathering data, monitoring, evaluating, and reporting overall traffic operations system performance.
  • Represents the department and serves as a technical information resource for the public, consultants and developers, other departments, City boards, and City Council.
  • In support of industry best practices, position manages daily traffic and mobility activities that meet identified operations performance measures for all mobility and transport operations within the city.
  • Responsible for management of policies, procedures and overall management of ITS software and systems for the seamless operation of Greeley’s traffic operations.
  • Directs traffic related aspects of development review including traffic impact studies, plan review, and identification of appropriate mitigation of impacts, and makes recommendations for approval or denial.
  • Listens to, reviews, and responds to citizen inquiries, complaints, and concerns.
  • A desire and ability to understand the diverse needs of internal and external customers, and to create experiences and deliver services that exceed their expectations.


Supervisory Responsibilities


  • Directly and indirectly responsible for teams hiring, training, motivating and development of employees.
  • Directly and indirectly responsible for continual process improvement through process improvement best practices and data analysis.
  • Directly and indirectly responsible for management of all traffic infrastructure and operations identified performance measures.
  • Directly and indirectly responsible for conflicts and complaint resolution.
  • Directly and indirectly responsible for management of traffic infrastructure and operations processes, procedures, and performance measures. Ensuring alignment with industry best practices and city and departmental plans and goals.
  • Directly and indirectly organizes and delegates traffic infrastructure and operations assignments to team members. Examples include but are not limited to signal coordination systems, signal timing, and signal phasing. Ensuring sequence changes promote safe and efficient movement of vehicular and pedestrian traffic throughout the city.


Work Environment & Physical Requirements


  • Must be able to work at a desk for long periods and in field as necessary.
  • Must be able to lift and carry a minimum of 75 pounds up to 100 feet.
  • Must be able to climb into bucket-on-bucket truck and secure person in harnesses for above groundwork (up to 3 times/day up/down and in/out of bucket) for up to 5 hours/day to install radios, check signs, change lights on signal head, maintain cameras.
  • Must have the ability to distinguish the full range of the color spectrum.
  • Must be able to work holidays & weekends if necessary.
  • Must be able to work in heavy traffic situations and work with electricity while maintaining safety practices.
  • Must be able to work with frequent interruptions.
  • Must be able to work under all weather conditions, response if needed to emergency situations.
