Provide leadership, supervision, and management to ensure a safe, environmentally sound, and aggressively costed terminal operation that supports the customer and CITGO’s mission and enhances CITGO’s overall strategy and image.


Manages the production and activities of all terminal employees based at his/her facility. Plans and directs work, provides training, facilitates interaction with other work groups, establishes goals and objectives and sets performance criteria. Reviews candidates to fill vacancies and conducts performance reviews. Establishes and manages capital and operating budgets.


Degree


  • High School Diploma.


The minimum number of years of job related experience required by this job is


  • 7 years. A minimum of 5 years supervisory experience is required.

  • Employees may be required to pass a Federal background check for a Port Entry pass dependent upon location of position.
  • Specific requirements may vary with operational and regulatory requirements of the terminal location.
  • A valid driver’s license is required.
  • Depending on locations, preference may be given to experience with U. S. Coast Guard requirements and marine transfers and DOT (PHMSA) Pipe Line operations.


OPERATE TERMINAL IN A SAFE AND ENVIRONMENTALLY SOUND MANNER TO FOSTER A ZERO INCIDENT CULTURE


  • Perform or assign daily terminal inspections looking for unsafe work conditions or environmental concerns.
  • Ensure Safety/OSHA and environmental reports are completed in a timely manner.
  • Ensure monthly safety meetings and inspections are conducted as necessary.
  • Be familiar with manuals, permits, and regulations to stay knowledgeable on safety and environmental policies & procedures.
  • Ensure a safe operation.
  • Ensure compliance with Federal, State and local regulations
  • Participate in any local emergency response co-ops.
  • Ensure safety manuals are issued/reviewed with employees and contractors.


SUPERVISE AND DIRECT TERMINAL OPERATIONS


  • Regularly review Terminal Operations Procedures with employees to ensure understanding and compliance.
  • Conduct regular operational meetings/reviews.
  • Prepare and submit reports timely.
  • Promote teamwork and the process of continuous improvement through the development of a minimum of three new “betterment’s” (more efficient operation, reduced cost, timesaving, etc.) at the terminal annually.
  • Delegate duties to subordinates and follow up on progress.


PREPARE, IMPLEMENT, AND CONTROL BUDGETS


  • Control operating expenses within budget targets, review reports, initiate corrections and diagnose, if necessary.
  • Prepare capital AFE’s within procedures, and control spending within the appropriated budget.
  • Complete annual budgets (mid-term, capital and expense)


EFFECTIVELY COMMUNICATE TERMINAL ACTIVITIES TO ALL EFFECTED PARTIES


  • Mediate problems from drivers, carriers and customers.
  • Prepare daily/monthly/quarterly, etc. reports.
  • Routinely communicate with customers and area sales representative.
  • Communicate supply, demand and inventory positions to supply dept.
  • Monitor pricing activity at CITGO and competitive terminals and advise Pricing Dept. as needed.


MAINTAIN PRODUCT QUALITY


  • Monitor gasoline for RVP, VOC, ethanol blending, etc. to ensure compliance with fuel quality standards...
  • Schedule and coordinate tank cleanings and ASTIP program.
  • Maintain product testing records and samples as required to provide adequate documentation.
  • Complete Hazardous Materials Manifest as required.
  • Supervise/perform the sampling and testing of all products per the TORS Fuel Quality Control Manual.


MAINTAIN AND IMPROVE TERMINAL CUSTOMER/COMMUNITY IMAGE


  • Conduct annual “customer appreciation” events.
  • Develop and implement three image improvement projects annually.
  • Maintain entire property in a neat, clean, well maintained condition.
  • Develop and implement a proactive annual community relations plan, using the six point criteria as a guide. Submit the plan to the Regional Terminal Facilities Manager by February 15.


TRAIN AND DEVELOP TERMINAL PERSONNEL


  • Review and solicit training material.
  • Ensure terminal personnel complete minimum regulatory required training and other training, as necessary, to meet personnel development needs. Utilize Employee Development Plan to define these needs and related implementation plan.
  • "Coach" and encourage employees.
  • Conduct training exercises.


Manage Company Assets


  • Investigate overage/shortage of product and implement corrective action, as necessary.
  • Ensure tank bottom minimization program is followed.
  • Check meter calibrations when needed and conduct meter proving.
  • Manage inventories to prevent outages and protect branded/contract customers.
  • Inspect equipment routinely to eliminate downtime.
  • Work with Regional Terminal Facilities Manager to implement Terminal By Terminal action plan, if applicable.
  • Supervise/handle receipts and deliveries, tank gauging, and meter readings to properly reconcile terminal inventories.
  • Check gauging equipment for accuracy.


MONITOR LEASES/TENANTS


  • Strive to keep available lease space rented.
  • Monitor tenants safe use of property and ensure it stays clean and neat.
  • Investigate tenant for compatibility with terminal operation.


MANAGE CAPITAL AND EXPENSE PROJECTS


  • Submit AFE closing reports within 3 months of project completion.
  • Monitor project costs to ensure no overrun.
  • Prepare bid inquiries when requested.
  • Provide on-site supervision/oversight when needed.
  • Submit EWR’s, AFE’s and other capital procedure documents promptly.
  • Develop project scope and costs.
  • Coordinate engineering assistance.


EMERGENCY RESPONSE


  • Review response plans with employees to ensure understanding and preparedness.
  • Conduct spill drills as required.


Other


  • Must be a working “hands on” manager.
  • Supervisory experience to include 24/7 operation with frequent callouts and being “on call”.
