Job Description

Duties

At the entry level of this position, you will:

  • Work with EPA authors and occasionally with outside technical contributors to develop written technical materials including technical and scientific reports, procedures, or findings, regarding investigation, studies, or environmental programs to meet client requirements.
  • Plan and prepare reports or other working documents for enforcement personnel such as case agents or assistant U.S. attorney, federal court, the scientific community, EPA senior management, or EPA staff and management related to complex program issues for major enforcement efforts; present findings and recommendations on complex issues or problems impacting programs as they relate to environmental enforcement and science.
  • Conduct a final editorial review of correspondence prepared for signature of organization managers; provide assistance to staff to assure that tailored response to complex inquiries from high level or significant sources are timely, complete, appropriate, and in compliance with managers' preferences and organizational policies.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

To qualify for this position, you must have either:

  • Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.

OR

  • Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

In addition to the basic requirements above, you must meet the following requirements:

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as assisting with preparing written materials that explain and interpret the work of the organization, disseminate technical or scientific information, or describe technical procedures.

  • OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position
  • OR an equivalent combination of education and experience.

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as preparing written materials that explain and interpret the work of the organization, disseminate technical or scientific information, or describe technical procedures; and using a variety of sources (e.g., libraries, files, databases, contacts, etc.,) to collect information.

  • OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position
  • OR an equivalent combination of education and experience.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

  • Knowledge in writing and editing related to the development of authoritative information on the programs, policies, functions, and research of the agency.
  • Knowledge of publishing sufficient to analyze, interpret, and integrate information in a variety of formats, such as graphs and tables, data bases, and spreadsheets, and to plan and implement new formats and products suitable for new media.
  • Skill in written communication.
  • Knowledge of environmental, scientific, and/or engineering concepts, regulations, and policies affecting government publications.
  • Skill in developing written products that articulate, interpret, and explain highly complex, potentially controversial, and important agency policies, programs, and research findings.
  • Skill in oral communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
