The California Privacy Protection Agency (CPPA) is seeking hire a legal intern to provide legal and policy support in California Consumer Privacy Act rulemaking process under the close supervision and direction of a staff attorney.
Conditions of Employment
This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.
Depending on the type of position you are applying for, a pre-employment background check consisting of one or more of the following may be conducted: employment history, professional references, criminal check: educational verification (degree, license, or official transcript) or DMV clearance. Applicants will be required to pass required pre-employment checks to the satisfaction of University Enterprises, Inc. (UEI) and the hiring Agency or Department.
UEI does not allow students to hold more than one UEI Job at a time, or work in more than one account per pay period. UEI employees who are considering leaving their current UEI Student assistant position for a different UEI student assistant positing should inform their supervisor in writing and provide at least a week’s notice.
UEI is not a multi-state employer. UEI only employs candidates who live and work in the state of California. If selected for the position you must reside in California and all work must be performed in the state of California.
Prerequisites
Must be a college student attending classes during the regular term (fall, spring, and winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

Students must be enrolled at a minimum in six-semester units or nine-quarter units for undergraduate students; four-semester units or six-quarter units for graduate students.

Work Schedule
F lexible workdays and work hours, Monday – Friday, between 8 AM – 5 PM. Final work schedule to be determined by supervisor .
Additional Work Schedule
Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday – Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).
M inimum Qualifications
- Third year law student.
- Attention to detail and problem solving skills.
Preferred Qualifications
- Excellent time management skills and the ability to prioritize work.
- Individuals who are, or have been, a dependent child in foster care, a homeless youth, or a formerly incarcerated youth as defined by Government Code section 18220 are encouraged to apply and will be given priority. Please note that prior to appointment, individuals claiming preference under one of these categories will be required to furnish documentation establishing their eligibility.
- Excellent written and verbal communication skills.
- Strong organizational and analytical skills with the ability to multitask.
Duties and Responsibilities
- Scheduling public hearings regarding proposed rulemaking.
- Assists with completion of documents necessary to comply with the Office of Administrative Law rulemaking process.
- Other duties as assigned.
- May assist with stakeholder engagement by gathering their input before and during drafting of rules and organizing stakeholder comments/input.
- Review of comments, research a broad range of legal issues pertaining to privacy and preparing written memorandum.
- Supporting the drafting of complex and time-sensitive regulations implementing the laws under the jurisdiction of the Agency.
- Identifies potential legal problems and proposes solutions, analyzes legislation, regulations, policies, impacting the agency.
- Performs legal research and analysis and drafts legal opinions regarding all laws under the jurisdiction of the agency.
Physical Requirements
Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.
Working Conditions
Currently CPPA is 100% telework.
Due to COVID-19, the student will be required to work according to the current UEI remote workplace policy and sign a UEI telework agreement.

The California Consumer Privacy Act (CCPA) charges the California Privacy Protection Agency (the Agency) with protecting Californians’ privacy rights. The Agency’s responsibilities include: 1) rulemaking in a highly complicated, technical, sometimes contested, and nuanced area; 2) supporting awareness across California’s diverse population on issues related to privacy and data security, including the new rights provided to them by the law; and 3) preparing for meaningful administrative enforcement of those rights.
California Consumer Privacy Act Regulations
On July 8, 2022, the California Privacy Protection Agency commenced the formal rulemaking process to adopt regulations to implement the Consumer Privacy Rights Act of 2020 (CPRA). The proposed regulations: (1) update existing CCPA regulations to harmonize them with CPRA amendments to the CCPA; (2) operationalize new rights and concepts introduced by the CPRA to provide clarity and specificity to implement the law; and (3) reorganize and consolidate requirements set forth in the law to make the regulations easier to follow and understand.

Status of the Proposal: The rulemaking is complete. On March 29, 2023, the Office of Administrative Law approved the California Privacy Protection Agency’s regulations and filed them with the Secretary of State. The regulations became effective on March 29, 2023.
