The City of Virginia Beach is seeking a team player to work in their Cloud and Innovation Group. This position will work with a dedicated team that focuses on Mobile First and Cloud First backend development.

Bring your A game as this team is a group of highly skilled engineers. Starting with a product’s conception, your involvement will be required throughout the entire product lifecycle. You will need to be a team player with an optimistic outlook and the ability to deliver a complete product for our various customers.

Duties:

The Software Developer II develops front end applications for the Department of Information Technology mobile first initiatives. The role will develop, support, update and improve legacy front end applications’ code bases. In addition, there is the opportunity to expand and support various AWS back-end solutions as well.

The Software Developer II duties include but are not limited to:

  • · Propose and implement improvements in the evolving CI/CD
  • · Use best practices and standards in coding for Mobile First
  • · Work effectively with other City staff members to ensure a coordinated and efficient use of resources compatible with overall City policies
  • · Assist in code/deploy Cloud solutions that support the Mobile-First development and variety of different projects
  • · Implement security and data protection in a distributed application architecture
  • · Collaborate across different teams to design, develop and launch new features
  • · Participate in, follow, and improve team protocol/procedures in all stages of the SDLC process
  • · Effectively and efficiently unit test applications and participate in integration, regression and system testing activities
  • · Develop technical design and documentation for current and emerging cloud systems
  • · Develop Mobile First applications that include responsive web, Hybrid (Ionic Capacitor), and Native (iOS, Android)
  • · Participate in developing software development estimates, plans and schedules
  • · Participate in formal and informal training and onboarding in emerging technologies

The selected candidate will have the opportunity to work a hybrid/telework schedule within the Hampton Roads area.

Minimum Requirements:

MINIMUM QUALIFICATIONS :
Requires a Bachelor's Degree in an Information Technology related and four (4) years of professional IT experience; OR any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills and abilities, and associated with such positions as full stack developer, software developer, application developer, software engineer; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENTS:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Alpha I Status: Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status.

Preferences:

In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preferences below. Candidates with the preferred experience should ensure the information is provided in the application.
  • Proven experience managing and supporting multiple environments - production, development, testing, training
  • Experience with cloud technologies and services, to include AWS/Azure/GCP
  • Broad experience with back‐end programming languages, advanced libraries, frameworks, and API’s
  • A proven team player
  • A thorough understanding and implementation of SDLC best practices – Object Oriented Programming, Service Oriented Architecture, Database Programming (stored procedures, Functions and Enterprise Web Application Development
  • Demonstrated skills in troubleshooting/debugging and decision making/problem-solving
  • Proven experience of coding languages (JavaScript, Java, C#) and ability to work in frameworks/system (Vue, React, Git)
  • Native and or hybrid mobile development experience, iOS, Android, Ionic
  • Ability to collaborate and work effectively with non-technical team members utilizing Agile methodologies

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
