Job Description

Duties

Duties include, but are not limited to:

  • Committees, focus groups, and administrative/clinical boards, representing Whole Health Service on special projects as deemed appropriate.
  • The incumbent performs work related to the review, monitoring, analysis, planning and assessment of various programs and is responsible for key project activities related to the planning, development and implementation of the project component.
  • The incumbent will assure that the staffing components in the programs accurately reflect those reported in the cost distribution report, and will work closely with the Service Chief to warrant appropriate social work staffing in these programs.
  • Incumbent formulates, interprets and implements policies and procedures for outpatient programs and the Whole Health Service, as appropriate. Incumbent represents the administrative decisions of the Rehab Medicine Service and Specialty Care Chief, and is responsible for the integration of the Wellbeing Programs in WH operations.
  • The incumbent participates and plans "in-service" training programs and works with the individual staff in identifying learning needs and necessary special educational programs and readings to meet these needs to further staff growth in professional/clinical knowledge and skills.
  • Performs work related to the review, monitoring, analysis, planning and assessment of various programs.
  • Responsible for key project activities related to the planning, development, and implementation of the project component.
  • The incumbent is responsible for budget formulation, control point management and ethical and appropriate procurement of supplies. Incumbent is expected to know relevant fiscal procedures and work effectively with Fiscal Management Service.
  • The incumbent serves as a field instructor to students from affiliated graduate and schools of social work and able to provide clinical supervision for licensure.
  • The incumbent may be called upon to act on behalf of the Rehab Medicine Supervisor when they are unavailable. Additionally, the job duties of this position require extensive work with public and private community-based agencies, requiring a high level of organizational stewardship skills, diplomacy, and sound judgment. As directed by the Public Affairs Officer, contact with the media may be necessary.
  • Administers information and analytical systems to evaluate and enhance the quality of service provided to patients.
  • The incumbent serves as a member of the Whole Health Leadership team, and serves on other JJPVAMC
  • Develops and implements information systems to track service activities including visit, referrals, patient demographics, equipment utilization and patient satisfaction in concert with the Whole Health Leadership.
  • Services provided within the Whole Health Program may include, but not be limited to bio-psychosocial assessment; interdisciplinary treatment planning; case management; discharge planning/coordination; health care coordination; individual, family and group counseling; crisis intervention; patient and family education; development of daily living skills; advocacy and referral; VA benefits counseling and referrals; community referrals; medical consults screening to insure veteran meets the admission criteria for the program; assessment of Veterans' strengths, abilities, and goals; formatting appropriate veteran focused treatment plan; liaison to community resources.
  • The incumbent will oversee the development and implementation of a financial management system which includes cost and budget analysis, forecasting and control of any funds which may be assigned to the program under the incumbent's oversight.
  • The incumbent will advise the Service Chief/Supervisor on all key aspects of the WH Wellbeing Programs and will address any special needs for the Service in the Section.
  • The incumbent is responsible for submitting reports to the Service Chief, Medical Center Supervisors/Managers and the Executive Leadership team, as appropriate and advising management on issues, making recommendations in a timely manner for improvement in the Services.
  • The incumbent will be expected to perform collateral duties as assigned.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • For appointments at the GS-9 grade level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within three years of their appointment as a social worker.
  • Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.
    • For appointments at the GS-9 grade level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within three years of their appointment as a social worker.
    • Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment.   • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Michigan requires LMSW w/ clinical designations.
    • Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator)- GS-13 Qualifications
  • (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
  • (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience
  • (g) Knowledge of organizational structure and impact on program operations.
  • (a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
  • (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  • .(2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  • (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  • (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
