This is a term-limited position. The selected candidate will perform duties with the Colorado Department of Revenue from the date of hire to approximately June, 30, 2024, contingent upon funding.

Description of Job


This Division of Innovation, Strategy & Delivery (ISD) is responsible for understanding and implementing business specific goals related to technology for the Department of Revenue (DOR). The Strategy Team is responsible for developing and nurturing the relationship with all divisions of DOR and serves as the primary ISD contact. The Strategy team actively facilitates and optimizes decision-making on the portfolio of division projects, services, issues and risks. The Strategy Team provides project management services to meet DOR initiatives and is accountable for exceptional project management delivery, timely and accurate communication and the application of best practices to all initiatives. It also creates and maintains a standardized project management methodology including change management, reporting, analytics and executive-level portfolio dashboards & road-maps.

This team supports the project evolution from inception to retirement while keeping up to date on all project management and change management trends and innovations. Relationship building, communication and collaboration are key for this team.


The Typical Day For a Senior Project Manager


This is a term-limited position that will be working with the Executive Director's Office within the Department of Revenue and their specialized, complex, high-priority, and high-visibility projects such as the ADA Compliance Program. The person hired will interpret and anticipate the impacts of upcoming legislation and requirements for the ADA Compliance Program. This position will develop and manage the project schedules, budgets, scope and ensure consistency across all projects while remaining flexible as business needs change. Additionally, they will be pulling reports, performing risk management and mitigation due to a project's complexity. The Senior Project Manager will lead in the development and implementation of project management methodologies and tools.


The Ideal Candidate Will


  • Report and present outcomes at department-wide meetings.
  • Develop and provide project management direction on complex, multi-faceted, and interconnected projects.
  • Develop, maintain and deploy change management strategy for scope, schedule, budget changes within improvement, policy-related and strategy projects.
  • Assure that all stages of a project are moving forward and documented in the project management framework.
  • Collaborate with team members of varied backgrounds and project management experience by determining how to best communicate with project team members and deploying project management methodology appropriately.
  • Lead efforts to develop and implement best practices for DOR/ISD project management tools and methodologies.
  • Be the subject matter expert and staff authority for division(s) project change management efforts.
  • Work with the project team to manage risks and issues through the development of mitigation strategies.
  • Manage assigned project’s key client and higher-level stakeholder relationships.
This position will occasionally report to the Lakewood office. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Minimum Qualifications


Must meet one of the following or any combination of experience/education to meet the qualifications:


Option 1


  • 9 years of professional experience in project management and/or change management.
OR


Option 2


  • Bachelor's degree from an accredited institution in a field of study related to the work assignment. AND
  • Five (5) years of professional experience in project management and/or change management.
OR


Option 3


  • Additional appropriate education will substitute for the required experience on a year-for-year basis.


Preferred Qualifications


  • Experience leading and facilitating meetings
  • Experience leading change management initiatives
  • Demonstrated analytical and presentation skills
  • Experience with Google Suite and monday.com
  • Demonstrated written and verbal communication skills
  • Additional years of experience managing complex, high priority, and high visibility projects
  • Experience in a public service environment at the state level
  • Familiarity and experience working with ADA compliance
  • Experience working with diverse stakeholder groups to achieve common goals
  • Familiarity and experience with implementing statewide legislation
  • Project management certifications (Project Management Professional (PMP) Certification)
  • Demonstrated organizational skills, task management, and ability to meet deadlines

Conditions Of Employment With The Colorado Department Of Revenue


  • As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
  • Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. All job finalists require successful completion of a background investigation and reference check prior to appointment. Background checks may include national criminal, financial, traffic, civil, education, and/or experience checks or any other checks related to the job assignment. Fingerprint background checks and pre-employment drug testing may also be required for some positions.
  • This position will work directly for the Strategy Unit. This is a term-limited position. The selected candidate will perform duties with the Colorado Department of Revenue from the date of hire to approximately the end date of June 30, 2024. Upon acceptance to an appointment to this position, candidates will be required to sign a waiver of their retention rights under the classified personnel system.
