Rate of Pay:


This position is a grade 18 with a minimum of $89,325 and a mid-point of $119,100. Salary offer will be commensurate with the education/experience, in alignment with the College’s compensation philosophy, and the current CBA, if applicable.

Job Summary:


An employee in this classification performs work of moderate difficulty by ensuring the entire college environment is safe for all employees, students, and visitors. This position is directly responsible for plant operations, housekeeping and custodial services, grounds and parking lot maintenance, switchboard operations, facilities deferred and preventive maintenance, and facilities remodeling and renovation along with the development and implementation of a capital improvement plan for the college. Work is distinguished by ensuring the buildings and grounds are in prime condition, and the facilities operate in a safe and efficient manner 24 hours per day, 7 days per week. Direction is received by the assigned manager.


Required Knowledge, Skills & Abilities:


  • Bachelor’s degree in engineering or equivalent combination of education and/or job experience, or currently serving as Managing Director of Construction and Plant Operations at a community college, college or university for at least three years.
  • Seven to ten years of progressively more responsible experience is required, some of which must have included construction, remodeling and maintenance of a large plant.
  • Seven to ten years of supervisory experience is required, including supervising large groups of both skilled and unskilled maintenance staff.
  • Comprehensive knowledge of all skilled trades.
  • Working knowledge of OSHA and Illinois Department of Labor safety requirements.
  • Working knowledge of Uniform Building Code and City of Elgin code requirements.
  • Working knowledge of IBC, NFPA, and NEC.
  • Considerable skill in developing and monitoring budgets.
  • Considerable skill in determining utility quantities and analyzing markets to make recommendations on when to fix pricing.
  • Considerable problem-solving skills.
  • Ability to work under pressure when systems are malfunctioning or emergencies arise.


Desired Knowledge, Skills & Abilities:


Essential Duties:


  • Develop, formalize, and implement both short-term and long-term plans, goals, and objectives for the Operations and Maintenance (O&M) departments.
  • Supervise and direct the O&M departments toward meeting the goals of the department and the Institute. Provide leadership and motivation for the administrative staff.
  • Develop and monitor a $10+ million annual operating budget. Approve and sign all invoices, and approve all purchase order.
  • Develop policies and procedures which successfully provide efficient and effective services. Supervise, coordinate, and financially monitor all O&M projects and associated undertakings for the college.
  • Research and implement improvements in building products or systems which will serve to better utilize Institute human and financial resources (i.e. energy saving systems and labor-saving products and methods). Establish and control a campus –wide energy program. Monitor the market index of natural gas and recommend locking in of futures prices. This would include incorporating “GREEN” technologies where feasible.
  • Represent the department on college-wide committees. Some of the committees this position may serve on are: Strategic Planning Committee, Business Continuity Committee, and Safety Committee. Coordinate all Institute safety policies with the Manager of Plant Operations and Manager of Custodial Services. This position also gives new employee orientation on right to know, fire and tornado safety, and other safety topics.
  • Provide mandatory reports for state agencies such as yearly emissions report for the IEPA, construction reports for the Illinois Community College Board (ICCB), Resources Allocation Management Plans for the ICCB, ADA compliance reports, and facility condition report.
  • Serve as liaison for the College on all large construction projects, when the project is being managed by the Director of Construction. Will attend meetings as needed to stay current with the projects to ensure a smooth transition when the new/remodeled facilities are brought on-line.
  • Review bid packages, bids, SOQs, RFPs, and contracts as required. Prepare board actions as required.
  • Supervise, discipline and assign work to O&M office staff, Director of Construction, Director of Operations, and the Director of Grounds & Custodial Services. Provide leadership and create a collaborative work environment for developing strategies and goals for the entire department.
  • Develop and implement long term strategic planning in areas of responsibility, including participation in the master planning process. Sit as chair to the capital improvement committee and responsible for the development and implementation of a capital improvement plan which includes areas outside of O & M like IT as it impacts physical space.
