Position: Senior Cost Analyst/Researcher

Location: Remote

Contract Job - 1 year extendable to 5 years.

Scope:

The Senior Cost Analyst/Researcher will provide non-personal technical support services to the Office of the Deputy Assistant Secretary of the Army (Cost & Economics) (DASA-CE) in the specialized fields of cost and economic analysis for major weapon systems, information systems, and defense business systems. The role also includes the development of cost analysis products and expertise in the commodities of M&M (Missiles and Munitions), WTV (Wheeled and Tracked Vehicles), Aircraft & UAS (Aircraft and Unmanned Aircraft Systems), and C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) as defined by the Automated Cost Databases (ACDB). Key responsibilities encompass:

• Cost Estimating Techniques: Devising solutions to enhance cost estimating techniques, including both parametric and non-parametric methods.
• Cost Analysis: Performing cost analysis functions in direct support of DoD (Department of Defense) Acquisition programs or equivalent projects.
• Special Cost Studies: Conducting special cost studies as assigned by the Contracting Officer's Representative (COR), which may pertain to individual commodities or cover multiple commodities.
• Data Analysis: Gathering, analyzing, and evaluating data related to M&M, WTV, Aircraft & UAS, and C4ISR to inform cost analysis.

Qualifications:

The Senior Cost Analyst/Researcher shall meet the following minimum qualifications:

• Educational Background: A bachelor's or postgraduate degree in mathematics, statistics, economics, or an engineering field from an accredited college or university.
• Data Sources Familiarity: Familiarity with defense department data sources, including cost and software data reporting in both legacy formats and Flexfiles, earned value management, joint capability integration development system, etc.
• Cost Structure Knowledge: Proficiency in the Army Cost Element Structure.
• Coursework: Completion of at least 24 semester hours in mathematical, statistical, engineering, and/or quantitative analysis courses as part of the educational background.
• Software Proficiency: Familiarity with the Automated Cost Estimating Integrated Tools (ACEIT) software package is desirable.
• Professional Certification: A professional certification in cost analysis from Defense Acquisition Work Improvement Act (DAWIA) or International Cost Estimating and Analysis Association (ICEAA) is preferred.
• Military Standard 881: Familiarity with the Military Standard 881.
• Analytical Skills: Demonstrated capability in cost analysis (both parametric and non-parametric), statistics, and cost modeling.
• Experience: Possession of a minimum of seven (7) years of experience in performing cost analysis functions in direct support of DoD Acquisition programs or equivalent projects.

Program Support:

The Senior Cost Analyst/Researcher will work collaboratively with the DASA-CE team and contribute to cost analysis projects and research activities. This role plays a vital part in enhancing cost estimating techniques and providing valuable insights into cost analysis within the specified commodities.
