Job Description

JOB SUMMARY:

The Safety Manager is responsible for the safety and health of employees through the development, implementation, and enforcement of the company safety programs. The Safety Manager is also responsible for worker’s compensation claim management, applicable environmental permitting programs, accurate record keeping, and compliance with all appropriate safety regulations including OSHA, MSHA, EPA, COE, and DEC. This role will drive safety in operations alongside project managers, develop and implement company health and safety programs, perform safety audits, lead investigations, and develop and build company-wide safety culture and goals. The incumbent should have experience managing safety programs for heavy civil projects.

ESSENTIAL FUNCTIONS:

  • Review and update safety-related program plans and policies as needed.
  • Maintain safety and DOT driver qualification files and any other safety documentation.
  • Advise management on any safety concerns and corrective actions to improve safe work practices and reduce workplace risk.
  • Lead near-miss and incident investigations to identify root causes, support the development of corrective actions, and monitor the completion of corrective actions to prevent a recurrence.
  • Provide safety-related topic training to field trainers, supervisors, and employees.
  • Review current safety legislation to determine necessary changes.
  • Establish and maintain safety and health deficiency tracking system and job site tracking programs.
  • Perform safety audits and inspections of various work facilities and equipment to ensure safety compliance.
  • Determine training requirements at company and project levels.
  • Distribute periodical health, safety, and well-being topics for the benefit of employees.
  • Perform other duties as directed.
  • Develop and maintain company safety programs and project-specific accident-prevention plans with field management.
  • Oversee administration of individual worker’s compensation claims and back-to-work programs.
  • Ensure that the company and projects follow all applicable Federal, State, and Local Safety & Health Regulations.
  • Leverage professional expertise to coach managers, leaders, and employees to drive ongoing evaluation and continuous improvement of the company’s safety culture.
  • Develop and administer Traffic Control Plans, job safety analysis, Environmental Assessment, and air permitting programs.
  • Provide a primary point of contact for correspondence and communication with OSHA and MSHA.
  • Work in a constant state of alertness and in a safe manner.
  • Compute and distribute monthly, quarterly, and annual statistical reports as needed for governmental agencies and corporate management.
  • Oversee job site safety programs and execute programs with field management.
  • Travel to job sites up to 25% of the time.
  • Exercise authority over project work performance as it is related to site safety and risk management.
  • Order and maintain safety supplies and equipment.
  • Maintain current compliance information and documentation for OSHA, MSHA, COE, and other agencies on all applicable company work sites.

SUPERVISORY FUNCTIONS:

This position may supervise the safety personnel along with the Project Manager.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Work requires professional written and verbal communication and interpersonal skills.
  • Ability to exercise confidentiality when dealing with sensitive and confidential issues and situations.
  • Ability to conduct employee safety training.
  • Ability to maintain effective working relationships with staff, public, professional colleagues, and other governmental agencies.
  • Ability to travel to job sites.
  • Ability to prepare comprehensive reports and present ideas clearly and concisely.
  • Ability to demonstrate independent supervisory planning, problem-solving, and decision-making skills as well as the ability to work independently.
  • In-depth understanding of construction, architectural, and building industry-standard operating practices/procedures.
  • Provide leadership to develop processes and programs to strengthen and enhance company safety leadership.
  • Advanced knowledge of standard safety equipment used in construction occupations.
  • Ability to comply with and enforce standard policies and procedures.
  • Ability to read and interpret documents such as safety rules, regulations, reports, advisories, and other technical documents and manuals.
  • Ability to develop, organize and manage procedural systems and associated scheduling.
  • Knowledge of Microsoft Excel, Word, Outlook, and PowerPoint.
  • Ability to operate a motor vehicle in a safe and efficient manner.
  • Possess good organizational skills and be detail-oriented.
  • Ability to work a flexible schedule.
  • Extensive knowledge of federal, state, and local laws, rules, regulations, and standards for employee health and safety and the ability to implement them in the workplace.

MINIMUM QUALIFICATIONS:

  • 3 years’ experience in the heavy civil construction industry
  • Ability to pass a drug, driving, and background screening.
  • Bachelor’s Degree in business management, engineering or equivalent; or comparable experience may be substituted year for year of degree requirement.
  • 5 years’ experience as Safety Manager or related Safety Management supervisory role.
  • Valid state driver’s license and qualified to operate a vehicle under the conditions of the Company’s Driving Policy.

At times, work is performed outside of the office at indoor and outdoor job sites. Adaptability regarding schedule and design changes, and occasional overtime.
