Job Description

The City of Richmond Office of the Deputy City Administrator is seeking to fill the position of Research and Policy Analyst (Management Analyst, Principal). This position offers the flexibility of a HYBRID TELEWORK schedule and is eligible for other incentives!
Working under the leadership of the Deputy City Administrator, the incumbent will analyze, coordinate, and provides oversight for the administration and operational performance of programs and projects.
The incumbent will provide leadership in the coordination of developing departmental or city-wide programs, policy support, program/project administration, independent evaluation, analysis, conclusions, recommendations, and making decisions on a variety of complex subjects.


**This position will remain Open Until Filled**

Duties include but are not limited to

  • Developing recommendations to improve government to streamline service delivery
  • Compiling and analyzing statistical data;
  • Serving as a liaison and official representative of the Deputy City Administrator for Finance;
  • Providing advanced quantitative analysis of complex issues to facilitate and execute decision-making;
  • Conducting operational reviews and preparing reports of findings and recommendations.
  • Researching, developing, writing, and editing complex reports and plans;
  • Managing citywide programs; serving on inter-and intra-departmental committees and task forces;
  • Performing complex financial analyses;
  • Preparing financial forecasts, reports, presentations, and budgets in an understandable manner

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of overseeing projects. Considerable knowledge of analyzing statistical data, knowledge of computer programs such as Microsoft Office Suite and Oracle. Skill in analyzing and aggregating data; analyzing and interpreting manuals and operating procedures; assisting with special projects and programs; communicating with various internal and external departments effectively; gathering and compiling data; excellent oral and written communication. Ability to multi-task; organize; plan; prioritize; problem solve; and manage time effectively. Strong ability to maintain confidentiality and use discretion.
MINIMUM TRAINING AND EXPERIENCE:

  • A Master's degree in business or public administration is preferred
  • Five years of related work experience in policy research and analytics
  • Bachelor's degree in business or public administration, or field related to assignment
PREFERRED QUALIFICATIONS:
  • Strong analytical and descriptive statistics skills
  • A master’s degree in public policy or administration, program evaluation, or a related research-based discipline.
  • Applied research experience in a policy-related or program evaluation
  • Sharp critical thinking and writing skills
