The Refugee and Immigrant Youth Services (RIYS) Manager will oversee the development, supervision and strategic management of programs serving newly arrived refugee and immigrant youth and their families eligible for services under the RIYS service line. The RIYS Manager will lead a team of staff and interns to perform high quality services to eligible youth, while ensuring grant compliance and internal standards for excellence, effective interdepartmental collaboration, volunteer integration, strong community partnerships and the ongoing evaluation of services. The goal of the RIYS service line is to build the skillsets of students and their families to independently navigate and fully participate in the educational and social fabric of our community. We do this by fostering social connections and mentoring relationships with volunteers for youth, and providing supportive school enrollment, intervention and orientation services, along with educational and social activities to build social connections.

Role & Responsibilities

  • Participate as requested in all program audits conducted by state and federal grantors and the World Relief headquarters.
  • In collaboration with outreach staff, develop and maintain strong relationships with Memphis Shelby County School personnel and other local school districts, and/or private schools, as well as early childhood education and childcare centers, that facilitate and nurture mutual and collaborative partnerships to ensure the integration and participation of refugee students and their families into the educational and social fabric of their community.
  • Develop projections for all program grants within the RIYS service line and ensure these are met on a monthly, quarterly, and annual basis.
  • Draft overall program budget annually and manage program budget, reviewing it on at least a monthly basis to ensure expenses do not exceed budgeted allotments.
  • Maintain and strengthen our relationship with MENTOR Memphis Grizzlies towards a mutual and collaborative partnership that further builds capacity to implement youth mentoring best practices with refugee youth and mentors.
  • Interdepartmental Collaboration:
  • Participate with other service line managers and staff in weekly meetings to collaborate, plan, and coordinate individual client service provision.
  • Facilitate team meetings to ensure collaborative and quality, team-based service provision, monitor progress towards client and programmatic goals, problem solving and planning.
  • Serve as a school liaison and provide technical assistance to schools and early childhood education providers on refugee-related issues and facilitating communication between education personnel, supportive community resources, and other decision-makers as applicable.
  • Provide ongoing feedback to staff and conduct mid-year and annual performance appraisals utilizing World Relief tools and practices.
  • Complete and submit reports and statistics to grantors and WRM leadership on a monthly, quarterly, semi-annual, and/or annual basis as directed.
  • Provide direct service support and problem solving as needed.
  • Perform monthly quality control tasks of program data to ensure accurate reporting to grantors and to inform program design and decision making.
  • Partnership and Collaboration:
  • Maintain especially close collaboration and communication with Initial Welcome Services as it relates to the systems and protocols relevant to timely school enrollment and system navigation.
  • In partnership with office leadership and the Church and Community Outreach team, conduct outreach to like-minded organizations and identify new opportunities for partnership that promote positive civic and social engagement and support individual educational, social, vocational, mental health advancement, and integration among refugee youth by connecting them with supportive members of their community.
  • Ensure compliance with programs established by the Office of Refugee Resettlement (ORR) and its program intermediaries, as well as other agency, community, and funder standards.
  • Identify external community meetings that would further the program goals of RIYS and ensure appropriate and active representation of WRM interests by relevant staff, in collaboration with the Church and Community Engagement team.
  • Facilitate and/or provide relevant trauma-informed training, cultural awareness, and technical assistance related to the unique needs and vulnerabilities of refugee and immigrant youth and their families to school staff, administrators, teachers, mentors and other relevant stakeholders.
  • Lead RIYS staff in setting appropriate and achievable individual and team goals and objectives aligned to grant guidelines and internal expectations.
  • Regularly review case documentation and case files to ensure grant compliance and appropriate and timely service delivery.
  • Program Evaluation and Reporting:
  • Maintain a current service line dashboard aligned to annual service line goals and WRM objectives.
  • Participate in community feedback sessions on a quarterly basis and collaborate with other program managers to identify and plan for opportunities for program growth and to respond to feedback given.
  • Participate in grant writing for renewal grants and grant acquisition activities, as well as reporting and tracking for new and current opportunities when appropriate to the scope of RIYS.
  • Provide personal and professional development opportunities and support to program staff to ensure staff can utilize individual strengths.
  • Hire, train, supervise, coach, and evaluate RIYS staff and interns.
  • Meet regularly with Integration Director to discuss department updates and strategy.
  • Staff Supervision:
  • Facilitate one-on-one meetings with RIYS staff at a minimum of twice a month.
  • In conjunction with team members, develop and maintain opportunities to integrate WRM volunteers into RIYS programming.
  • Create, plan, review and oversee implementation of program activities for relevant populationsin alignment with program grants and feedback from clients, volunteers, and community partners.
  • Program and Grant Management and Budget Oversight:
  • Oversee the development and implementation of opportunities for both refugee children and their caregivers to become oriented to and involved in the public school system and/or early childhood education opportunities and resources.
  • Build a strong, inter-connected referral network for community partners serving refugee and immigrant youth and their families with support from office leadership.
  • Develop and review client service systems and tools with other team managers to ensure high-quality, effective service provision, collaboration, and best practices.
  • Initiate collaboration and communicate regularly with other service line managers to problem-solve and improve services to clients across service lines.

  • Oversee the implementation of two grants administered by the Office of Refugee Resettlement to support the stability and integration of refugee and immigrant youth and their families through the ongoing development of our two associated programs Compass (school enrollment and navigation) and Shine (1:1 and group youth mentoring ages 15-24).
  • Develop and maintain systems, policies, and procedures for the RIYS service line, within the framework of WRM systems and policies; and participate in the development and implementation of systems, policies and referral procedures within the Integration Department of WRM for seamless and coordinated client service provision.

  • Previous professional experience social services, education sector, and/or program management strongly preferred.

  • Bi-Lingual capacity preferred but not required (Spanish, Swahili, Dari most useful).
  • Experience capturing and analyzing data to inform program decisions strongly preferred.
  • Ability to coach, motivate, and encourage others to work effectively and pursue excellence.
  • Ability to work well on a team in a synergistic work environment, a flexible and motivated team player.
