Job Description
Position Description

Under direction from the Laboratory Manager, the incumbent will maintain the environmental laboratory accreditation; direct and coordinate a quality assurance/quality control (QA/QC) program for employees involved in the sampling and the analysis of water/wastewater, air and solid samples; review and implement laboratory practices and procedures that conform to regulatory quality assurance and safety standards for environmental laboratories and perform related work as required.

Duties and Responsibilities:
  • Provide QA/QC related technical assistance for the various sampling programs at Pollution Control Services
  • Oversees writing and maintenance of the laboratory quality system manual and analytical standard operating procedures (SOP’s) used by the laboratory.
  • Implements QA programs for laboratory personnel and field staff.
  • Facilitate external audits, write responses, and ensure corrective action
  • Maintain all the official documents related to the NELAP accreditation and the QA/QC procedures.
  • Assist in the activities related to obtaining and maintaining NELAP Accreditation
  • Review the calculation of control limits, detection limits, and reporting limits for laboratory analyses.
  • Coordinates laboratory performance testing using samples provided by commercial agencies.
  • Work closely with the LIMS coordinator for the development, modification and maintenance of forms and interfacing for data entry into the LIMS
  • Coordinates the approved standard operating procedures for laboratory, and field staff; prepares and/or maintains computer programs for the compilation and statistical analysis of quality control data.
  • Reviews the QA/QC procedures of laboratory reports such as accuracy, completeness, and reasonableness of data.
  • Work closely with the LIMS coordinator on the development, modifications and maintenance of forms and interfacing for data entry into the LIMS
  • Documents training programs for laboratory, operations, and field staff on quality assurance, analyses, and safety
  • Prepares, reviews, and updates the Laboratory Chemical Hygiene Plan.
  • Establishes, coordinates, and monitors the laboratory quality system; works closely with section supervisors to plan, schedule, and implement Quality Assurance (QA) related activities; ensures that Laboratory Services meets all requirements for accreditation
  • Work with the LIMS coordinator to ensure that the LIMS system is correctly used by the laboratory personnel
  • Directs internal audits of test methods to identify biases and areas for improvement.
  • Confers with other agencies on quality assurance and safety issues especially sampling or analytical problems and use of laboratory chemicals, equipment, and supplies.
  • Performs other related work as required.
  • Directs, monitors, and evaluates safety practices and procedures with respect to laboratory and field analytical work.
Other Duties:
  • Special tasks involved in responding to an emergency event
  • Other tasks assigned by the Manager - Laboratory Services

Requirements

Education:
  • Bachelor’s degree from an accredited college or university with a major in environmental science, chemistry, microbiology, toxicology or statistics, or a related field.
Experience:
  • Previous experience in a QA/QC role is required
  • Acquired through a combination of formal education, training from previous jobs, on-the-job training, etc. and must include at least five (5) years’ work experience performing both conventional and advanced analytical testing on environmental samples.
Knowledge, Skills, and Abilities:
  • Knowledge of TCEQ, NELAP or ISO Guide 25 requirements for laboratories is required

Knowledge of:
  • Laboratory safety practices and procedures
  • Chemical characteristics of and standard methods for the analysis of environmental samples, particularly air, solids, water, and wastewater.
  • Sampling techniques
  • Principles and practice of laboratory quality assurance and quality control
  • Computer-based laboratory information
  • Management systems (LIMS)
  • Methods of statistical analysis
  • Data management processing techniques
  • Federal and state regulations related to laboratory quality assurance and safety practice
  • Modern office practices, methods, and computer equipment and applications related to the work, including word processing, database, and spreadsheet software.
Skill and Ability to:
  • Perform standard QA/QC evaluation procedures; evaluate data using statistical methods for analysis
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Operate modern office equipment including computer equipment and specialized software applications programs
  • Interpret federal, state, and local laboratory regulations and standards
  • Develop, implement, and maintain a coordinated applied program for laboratory quality assurance
  • Work with supervisors to plan, schedule, organize, and coordinate quality assurance programs
  • Communicate clearly and concisely, both orally and in writing

General Information

Position Type and Typical Hours of Work:
  • Full time
  • Monday - Friday typically 8 am to 5 pm.
Work Environment:
  • The essential functions of this classification are primarily performed in an office environment, and periodically in a laboratory environment with periodic exposure to chemicals, solvents, and other environmental substances, and require the ability to: sit for extended periods of time in front of a computer screen, use a telephone and computer keyboard daily.
Physical Demands:
  • This is a sedentary role however may require the ability to lift up to 15 to 20 pounds.

Employment may be contingent on passing a drug screen and meeting other standards.
