Job Description

Is responsible for the effective development and implementation of QA programs/program elements to ensure all products and services meet organizational standards and customer requirements. Is responsible for the independent oversight of business group/project Quality Assurance (QA) Program activities. Ensures adequate QA support is provided to business groups/projects/facilities.


· Strong leadership and communication skills acquired through experience with diverse work disciplines at all organization levels; regulators, senior leadership, site management, legal, engineering, project managers, operations and maintenance personnel

· Proven leadership ability to align organizational resources and drive implementation of strategic vision for QA

· Establishes vision, mission and values for D&D QA organization.

· Establishes and executes change management plan to align D&D QA organization with established vision, mission and values.

· Directs QA activities for D&D projects to ensure high quality products and services for customers and continued company financial health.

· Provides effective oversight of the execution of the D&D QA Program and QA Program elements.

· Identifies and plans actions that provide continuous improvement in both effectiveness and efficiency of QA functions.

· Works with organizations such as Engineering and Operations to develop schedules, project plans and cost estimates for implementing new activities, procedures and methods for improving the quality and performance of products and services.

· Assists and supports the resolution of conditions adverse to quality.

· Ensures the consistent application of policies, programs and procedures across business groups/project organizations.

· Performs independent investigations, assessments and cause analyses.

· Consolidates and analyzes QA metrics and provides support to management as needed.

· Represents EnergySolutions QA interests in business development activities, including, but not limited to, bid and proposal efforts and cost estimates for QA activities.

· Ensures QA capabilities and resources are adequate for supporting operations.

· Manages staff selection, development and retention. Establishes and monitors work goals and objectives. Evaluates employees through performance reviews, ongoing coaching and feedback methods.

· Provides direction and guidance to QA staff on all quality matters.

· Develops/provides input to budgets to ensure proper funding is available for QA activities. Administers budget according to plan. Monitors budget variances. Provides explanations on variances and takes appropriate action.

· Performs other duties as assigned.

Job Requirements

· Strong background in assessing organizational effectiveness, establishing and executing organizational change management plans

· Strong verbal and written communication skills

· Strong problem-solving skills

· Advanced training, briefing and presentation skills (especially with large groups)

· Working knowledge of applicable quality-related codes, standards and regulatory requirements

· Strong understanding of how to prescribe, apply and assess compliance with applicable codes, standards and regulations

· Detailed knowledge of investigative and/or root cause analysis techniques

· Intermediate knowledge of the development of QA policy/program/procedural documents

· Proven ability to manage and/or monitor multiple projects and activities occurring simultaneously

· Proven ability to manage multiple projects, facilities and locations

· Proven ability to manage complex nuclear QA Programs in a variety of organizations

· Ability to carry, up to 20 pounds; handle and reach below shoulder

· Ability to use hands to accomplish tasks as assigned

· Ability to sit, walk, climb and bend/stoop

· Ability to effectively communicate; pass audiogram in hearing conservation program as required by location

· Ability to see close and distance; basic colors/shades

· Ability to work inside an office and outside

· Ability to work with moving objects/hazardous machines and slippery/uneven walking surfaces

· Ability to work alone, work with others, and interact with the public

· Ability to drive a vehicle, travel overnight and perform under deadline pressure

Minimum Qualifications and Years of Experience

Education

· Bachelor's degree required in a technical field equivalent experience


Certifications

· Certification as a lead auditor per NQA-1 preferred

Required Experience
· A minimum of 5 years of experience at 10 CFR 50 licensed nuclear facilities;
· At least 10 years’ experience in quality assurance, engineering, or manufacturing;
· A working knowledge of applicable quality-related codes, standards, and regulatory requirements; and
The ability to prescribe, apply, and assess compliance with the applicable requirements.

Preferred Experience
· Previous experience leading major change management initaitives at 10 CFR 50 licensed nuclear facilities
· Previous experience in auditing the various regulatory programs required for 10 CFR 50 licensed nuclear facilities
· Previous experience implementing graded QA for nuclear decommissioning projects
· Previous experience implementing 10 CFR 71 / 10 CFR 72 programs for dry fuel and GTCC components
