JOB DESCRIPTION
FINANCE DEPARTMENT
PURCHASING ASSISTANT
GENERAL STATEMENT OF DUTIES: Responsible position which involves the overseeing of the purchasing of all items purchased by the Town, except the Board of Education, in accordance with the Town's procurement rules and procedures.
SUPERVISION RECEIVED: Under the general supervision of the Director of Finance.
SUPERVISION EXERCISED: Oversees the Town receptionists.
ESSENTIAL JOB FUNCTIONS: Manages the Town's General Services Division; calls for price quotations; confers with sales representatives and vendors; establish schedules for purchases; prepares and requests formal bids; reviews specifications; presides over all bid openings; reviews all bids; services Performance Bonds and Certificates of Insurance; maintains bid files; coordinates purchasing activities; maintains inventory and management of fixed assets; prepares and recommends the budget for General Services Division; coordinates and oversees the sale of obsolete and surplus equipment; oversees mailing of all Town correspondence; determines monthly charges for each department regarding supplies; supervises the operation of the Central Stores; regular & punctual attendance.
OTHER JOB FUNCTIONS: Performs related work as required.

While performing the duties of this job, the employee is frequently required to sit, talk and hear. The employee is frequently required to walk; use hands to operate, finger, handle or feel objects, tools or controls and reach with hands and arms. Hand-eye coordination is necessary to operate computer and various other office equipment.
The employee must frequently lift and/or move up to 20 pounds and must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

Must be able to concentrate on fine detail with constant interruption, attend to task for 45-60 minutes at a time, remember multiple assignments given over long periods of time.
The noise level in the work environment is usually moderately quiet.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILL AND ABILITY: Knowledge of municipal purchasing; knowledge of fixed asset management; ability to do difficult mathematical computations; ability to use computer terminal; ability to supervise and work harmoniously with others.
EXPERIENCE AND TRAINING: Bachelors degree in Business Administration and three (3) years experience, preferably in a purchasing environment or any equivalent combination of education and experience.
